Please note that, based on a government decision, the registration of asylum seekers in Jordan has been suspended since January 23, 2019. The decision remains in force to date and any updates or changes to this decision will be officially communicated through UNHCR’s channels.

As of July 2025, the UNHCR registration offices in Irbid and Mafraq governorates have closed. UNHCR has centralized the urban registration services at UNHCR Amman Registration centre (Khalda). Please note services in the camps ( Zaatari and Azraq) remain the same.

Once a Syrian refugee leaves Jordan and returns to Syria, their file with UNHCR will be closed. If they return to Jordan with an MOI exit and re-entry permit, the individual can contact the UNHCR Help Line and request a file re-opening appointment.  If the individual return to Jordan without an MOI exit and re-entry permit, the individual will not be able to submit a file re-opening request with UNHCR. This is why UNHCR continues to advise refugees to take the time they need to make an informed decision before their return to Syria. Please note that the renewal procedures continue as normal for Syrians who have not returned to Syria and remain in Jordan.


Registration

What is Registration?

Registration is the first step to start communication between asylum seekers and UNHCR. If you cannot return to your country of origin because you fear for your life and wish to seek international protection from UNHCR, you must first go through the registration procedure, where the office will record information about you and your family, and the reasons for leaving your country of origin.

How is Registration conducted?

UNHCR Jordan undertakes differentiated case processing modality depending on the profile and case composition of each registered case. This approach, organized as per below streams, enhances efficiency at the Registration centres by reducing the waiting and processing time depending on the type of registration service being offered:

  1. Rapid renewal
  2. Remote renewal
  3. In-person renewal and continuous registration
  4. Self-renewal using kiosks

 

  1. Rapid renewal

Simplified rapid renewal interview targeting cases/individuals who do not have changes in their family composition.

  1. Remote renewal

Full interview done remotely targeting refugees with vulnerabilities who may face challenges to approach their respective Registration centres namely people with disabilities, the elderly and families living in remote areas (i.e. Karak, Maan, Tafileh, Aqaba, Ruwaished, Azraq urban, Jerash and Ajloun).

  1. In-person renewal and continuous registration

Full interview done at Registration centres targeting refugees with changes in family composition (split/merge/newborn/add-ons), and those in need of updating addresses, contact details and enrollment of iris for children who have turned 5 years and above.

  1. Self-renewal service through kiosks

In 2025, UNHCR introduced self-service kiosks to empower refugees to complete a simplified document renewal process on their own and receive a valid UNHCR document issued by the kiosk. Self-service kiosks target cases/individuals who do not have changes in their family composition thus significantly reducing the processing time and further reducing the waiting time in Registration Centers. Self-renewal kiosks have been installed at:

  • UNHCR Registration Centre in Amman
  • UNHCR Registration Centre in Azraq Camp
  • UNHCR Registration Centre in Zaatari Camp

Registration Locations

Urban Areas: All registration services for urban residents living in Amman, Irbid and Mafraq governorates are provided at the Khalda Registration Center in Amman.

Camps: Services for residents of Zaatari and Azraq Camps are offered at the respective centers in Zaatari and Azraq camps. UNHCR delivers these services through scheduled appointments and interviews to ensure efficient service delivery.

Note: For residents of southern governorates (Karak, Ma’an, Tafilah, Aqaba), or Ruwaished and Azraq urban areas, services are provided remotely. Do not travel to Amman or other cities unless instructed. UNHCR conducts mobile missions to the above-mentioned areas twice a year to undertake Renewal interviews, Continuous registration and delivery of UNHCR issued documents.

Required documents for the Registration interviews:

Please bring along the following documents when you are scheduled for registration appointment:

  1. Personal ID: Passport, national ID, or driver’s license
  2. UNHCR asylum document (expired or current)
  3. Syrian Service Card (for Syrians only)
  4. Any legal documents showing changes (birth, death, marriage, divorce certificates)

All family members must attend the appointment (to confirm physical presence in the country) at the specified time received in the SMS to avoid long waiting.

UNHCR issued documentation

Upon completion of any registration service, each adult will be provided with a copy of the UNHCR asylum document, and in the camps, each family will receive a copy of the proof of registration printed on serialized secure paper, bearing the following data:

  1. File Number
  2. Odd Number
  3. Date of issuance of the first document This is not recorded in the PoR document)
  4. Issue date for the current document
  5. Full name in English and Arabic
  6. Date of birth
  7. Country of Birth
  8. Nationality
  9. Alias (if applicable)
  10. Address in the country of asylum
  11. Date of entry to Jordan

Please note that the validity of UNHCR issued documentation is only one year and requires annual renewal. We urge all refugees to take a renewal appointment at least one month before the expiry date of the issued document through the 064008000 helpline to avoid any interruption in services.

How to Schedule an Appointment  for UNHCR Services

To access registration services or renew documents, an appointment is required. Please call the UNHCR Helpline at 064008000. Appointments are necessary to access the following registration services:

  • Renewal of asylum documents
  • Split or merge adult family members
  • Adding family members (e.g., newborns)
  • Updating personal information
  • Re-activating an existing file/case

UNHCR may also proactively schedule appointments for eligible cases before their current asylum documents expire to prevent service interruptions.


Ministry of Interior Cards

The Ministry of Interior (MOI) service card is an identity document issued by the Government of Jordan – Ministry of Interior through police stations across the country for Syrians residing in Jordan. The purpose of this card is to confirm your legal presence in Jordan and facilitate your access to services and assistance.

What is the information registered in the MOI service card of the Syrian community in Jordan?

  1. Full Arabic Name
  2. Personal photo
  3. Ministry of Interior number (Foreigner Registration Number issued by the Jordanian Government)
  4. Mother’s Name
  5. sex
  6. Date of birth
  7. Date of entry to Jordan
  8. Entry point
  9. Physical Address in Jordan
  10. Issuing Authority – Name of the Source Police Station
  11. UNHCR Individual Registration Number (for persons of concern prior to August 2017)
  12. Issuance and expiration dates

What are the procedures for renewing the MOI service card of the Syrian community in Jordan?

If you have a valid (unexpired) UNHCR asylum document, you will be asked to contact the nearest police station to your location to renew your expired MOI service card

If your asylum document has expired, please contact the UNHCR helpline 064008000 to request a renewal appointment before heading to the nearest police station to renew your expired MOI service card.

What are the documents required to renew/replace the MOI service card?

  1. A valid asylum document for refugees residing in urban areas (outside camps) or proof of valid registration for refugees residing in camps.
  2. Syrian national passport or Syrian national identity card
  3. UNHCR-issued Statement of Address documentation in lieu of a signed tenancy contract (for refugees living in urban areas). If you do not have a issued Statement of Address documentation or there are changes in the property owner details, please call the UNHCR helpline on 064008000 to request an appointment to obtain a new one.
  4. For refugees living in urban areas, a communicable disease medical permit/report issued by a public hospital or healthcare center must be issued for individuals over the age of 12 (costing JOD 5 per person)
  5. For residents of Azraq camp, a UNHCR statement of address is not required. However, Azraq camp residents must provide a shelter contract issued by the field unit in the camp and the medical clearance is not required for Azraq camp resident.”
  6. Birth certificate for children born in Jordan

All registration services for urban residents are provided at the Khalda Registration Center in Amman, while services for camp residents are offered at the respective centers in Zaatari and Azraq camps. Ways to request appointments for residents of southern governorates and remote areas

  • For people residing in the southern governorates (Karak, Ma’an, Tafila, Aqaba) or a resident of Ruwaished or Azraq city in Jordan, scheduling options over the phone will remain available.  Please do not come to Amman or Azraq town for an appointment.
  • You will be scheduled for a remote interview, and those who are unable to undergo a remote interview scheduled for an in-person interview during the mobile mission.
  • Mobile registration missions are conducted twice a year for renewal interviews, continuous registration and for the delivery of asylum documents (after remote renewal interviews).
  • Please call the helpline 064008000 to request an appointment for remote renewal or mobile Registration.

How to obtain a renewed Asylum Seeker Certificate document for Cases Processed Remotely

  • For those who underwent phone interviews (remote interview), you will receive an SMS when your new document is available.
  • One adult member in the family will be required to come to pick up the document at the designated registration center, with the location and time specified in the SMS.

Return of documents for Syrian refugees in Jordan

Since 2014, UNHCR and the Syrian Refugee Affairs Directorate have returned 95 per cent of documents held at the Raba Sarhan centre. If you have a Syrian document retained by the Government of Jordan upon your entry into the country through Raba Al Sarhan crossing between 2011 and 2012, please approach the SRAD HQ building in Shafa Badran along with the below documents:

  1. UNHCR asylum document or proof of registration
  2. Syrian Community Service Card (Magnetic Security Card)
  3. Power of Attorney (when requesting and collecting documents on behalf of family members).

After you submit your document retrieval request, SRAD will process the request, and you will then receive a call from SRAD HQ inviting you to approach their office to collect your document(s).


Zaatari Camp
