Turkey, as a Syrian citizen residing under temporary protection are entitled to work in Turkey . There are several types of work permits you can apply for, but the most common of these are those for salaried work and self-employment.

There are many advantages associated with working in Turkey legally and illegally working as well as it is against the law to illegal businesses. Turkey in your work permit and / or if you have official business, you can benefit from social security and insurance rights and access to this system. In addition to enjoying the same rights as Turkish citizens, you will have the right to a minimum wage.

Work permits for salaried work

Syrian citizens under temporary protection can apply for a work permit six months after completing temporary protection procedures and obtaining temporary protection identification documents (with the number starting with 99). You must apply for a work permit in your city of residence and have not previously obtained a work permit.

Work permit applications for salaried work are made by the employer. After making a business agreement with the employer who will hire you, the employer must apply for a work permit to the Ministry of Labor and Social Security (MoLSS) for you.

After your work permit has been issued, your employer will receive an e-mail stating that the work permit application has been successful. The result of the application can be followed through the “Application Tracking System” of the MoLSS online work permit system . The work permit document in the form of a card issued by the MoLSS for you (the person to be hired) will be sent to the address you will work by cargo.

Note that you can only work in the province where you are registered. If you find a job in another city, you must apply to the Provincial Directorate of Migration Management to change your registration with your employer. You will need to bring your employment contract with your employer for this application. Once this change has been made, your employer can apply for a work permit.

Documents required to apply for a work permit are:

  • Temporary protection identification document of the temporary protection beneficiary (with the identification number beginning with 99),
  • Person’s photo,
  • Contract signed between the employer and the employee,
  • Employer’s e-Government password,
  • If necessary, relevant documents related to the workplace (activity document, other documents, information showing the latest capital and partnership structure of the organization, final tax return, power of attorney, etc.).

Ready forms are available on the website of the Ministry of Labor and Social Security . There are both Arabic and Turkish templates, but the parties are free to use any contract they want according to the Turkish labor law.

Freelance work permits

If you want your own name and account, or if you are trying to work, established in Turkey according to the Turkish Commercial Code and must have a legally registered business. There are many types of businesses in Turkey.

In Turkey, just like another stranger, for example, you can set up your own business in a small shop types. In this case, your workplace should be registered in accordance with Turkish regulations. It is possible to get support from UNHCR to help you register your workplace.

After you register your company as an official in Turkey, you can apply for a work permit yourself. You can get advice from UNHCR partners about the work permit application process, starting your own business and applying for entrepreneurship programs .

Workplace opening grants

Housing grants are open to a limited number of newly established enterprises by the UNHCR and international NGOs in Turkey. Syrians can apply to relevant organizations to take advantage of business grants.

Special procedures for special working areas

Mevsimlik tarım işçisi olarak veya hayvancılıkla ilgili işlerde çalışmak istiyorsanız, muafiyet olasılığı mevcuttur. Kayıt olduğunuz yerdeki İŞKUR İl Müdürlüğü’ne başvurmanız ve tarım veya hayvancılık işinde mevsimlik çalışacağınızı belirtmeniz gerekmektedir. Size verilecek muafiyet belgesi ile Türkiye’de resmi olarak çalışabilirsiniz. Muafiyet belgesiyle sağlık hizmetlerine erişebilirsiniz. Emekli olmak için isteğe bağlı olarak Sosyal Güvenlik Priminizi de ödeyebilirsiniz.

Doktor veya öğretmenseniz ve Türkiye’de çalışmak istiyorsanız, ilgili bakanlıkların il müdürlüklerinden ön çalışma izni almanız gerekmektedir.

Mesleki eğitim

Suriyeli mülteciler Halk Eğitim Merkezleri tarafından verilen ücretsiz Türkçe dil kurslarına, beceri kazandırma, hobi ve mesleki eğitim kurslarına katılabilirler. Halk Eğitim kurslarına kaydolmak için geçici koruma kimlik belgesi gereklidir. Her Halk Eğitim Merkezi hangi kursları açacağına kendisi karar verebilir ve yerel halktan gelen talebe göre yeni kurslar açabilir.
