Steps on Birth Registration

You have to complete the following steps to register the birth with the civil registry authorities of Lebanon.

Step 1: Obtain a birth notification from an authorized doctor or midwife in the institution or hospital where the birth takes place. In case the birth took place at home or with the support of a non-medical person, please call the UNHCR National Call Center at 📞04726111.

Step 2: Obtain a birth certificate from a Mukhtar in the area where the birth took place. To do so, bring the birth notification obtained in Step 1 and the passports of both parents, you and your spouse. If you are a Syrian national, you can also bring ID cards or other identification documents (such as the family booklet or family civil extract) of both parents. The costs may vary from one Mukhtar to another. The birth certificate can be delivered on the spot.

Step 3: Register the certificate with the local civil registry office (Nofous) closest to the place of birth. To do so, bring the birth certificate obtained in Step 2 and passports of both parents; if you are Syrian, you can also bring ID cards or other identification documents (such as the family booklet, or family civil extract) of both you and your spouse instead of the passports. Based on the submitted documentation, you will need to make sure that the boxes 14 and 15 of the birth certificate are filled at the end of the process with Nofous. The standard fee is LBP 400,000.

Step 4: To finalize the registration, the certificate needs to be validated by the Foreigners’ Registry at the Governorate. If you are a Syrian refugee, bring the birth certificate registered in Step 3, passports or ID cards of both you and your spouse and one of the following proofs of your marriage:

  • Family booklet; or
  • Family Civil Extract stamped at the Syrian and Lebanese Ministry of Foreign Affairs and valid passports of both parents; or
  • Syrian marriage certificate stamped at the Syrian and Lebanese Ministry of Foreign Affairs; or
  • Lebanese marriage certificate signed by the Mukhtar in addition to the marriage contract for marriages conducted in Lebanon.

Make sure that the box 16 is filled at the foreigners’ registry. The cost varies based on the documents presented (LBP 20,000 stamp fee for each document presented for the registration).

Please note that proof of legal stay for you and your spouse is no longer a requirement. However, we encourage you to present it if you have it.

If you are not a Syrian refugee, you need to present the birth certificate registered in Step 3, passports of both parents, you and your foreign spouse, the marriage certificate issued by the country of origin stamped and ratified; and a valid visa or a valid legal residency for you and your spouse.

Step 5: Ratification of the certificate at the Ministry of Foreign Affairs. The ratification fee is LBP 1,000,000 (stamped fee).  Please note that Step 5 is only needed to register the birth in your country.
