What is fraud?
There are three types of fraud:
- Fraud or corruption committed by UNHCR, partners, or other humanitarian workers. Humanitarian workers have a responsibility to work with integrity. They should report any conflict of interest, refuse any gift or benefit offered to them in exchange for a service, and honestly represent their work. Violation of this responsibility may be a form of fraud. The UN and UNHCR have a zero-tolerance approach to fraud, corruption, exploitation, and other misconduct by its staff, partners, and affiliates.
- Scams by unknown fraudsters. These can be people, social media posts, websites, or phone calls that promise you services (including resettlement) in exchange for your cash, personal information, favors, or sex.
- Fraud committed by a refugee, stateless person, or other forcibly displaced person against UNHCR. You have a duty to provide UNHCR with truthful and complete information and to report any change in your situation. Knowingly telling UNHCR incorrect information may be fraud.

How can I protect myself and my family from scams?
In times of uncertainty, scammers claiming to work for UNHCR or other aid agencies continue to contact people by phone or social media like TikTok and WhatsApp. These scams sometimes use UNHCR’s logo while promising travel, cash, or other assistance in exchange for your money, favors, personal information, or sex.

Be alert
- Be alert to people, social media, websites, or phone calls that promise services in exchange for cash, personal information, favors, or sex —they may be scams.
- Keep your personal information and identification documents safe and confidential.
- Only share personal information with trusted aid agencies and authorities when asked.
- If in doubt: pause, reflect, and ask to verify with UNHCR or a trusted service provider.

What are the consequences if a refugee, stateless person, or other displaced person commits fraud against UNHCR?
You have a duty to provide truthful and complete information and to report any change in your situation.
Knowingly telling UNHCR incorrect information may be considered fraud.
If you intentionally try to mislead UNHCR by misrepresenting or concealing facts or providing false information, you may potentially face the following serious consequences:
- You may be ineligible for protection and assistance, including cash assistance and resettlement
- UNHCR may record any fraud allegation on your file
- Your case may be put on hold until UNHCR has finished investigating the fraud allegation
- UNHCR may disclosure the alleged or confirmed fraud to resettlement countries
- UNHCR may refer suspected involvement in criminal activities to the competent national authorities.
How can I report fraud or scams?
If you have been a victim of fraud or if you suspect fraud: report it to UNHCR.
Call 📞 04726111 or message us on the Online Contact Form help.unhcr.org/lebanon/contact-us.
If you suspect that UNHCR or partner staff may be involved in fraud: you can also contact the UNHCR Inspector General’s Office directly at [email protected].
In your complaint, please provide all facts and evidence known to you (including the names, aliases and contact information of the suspected scammer if/when available). If you provide your contact details, we will be able to follow up with you on your complaint. Complaints may also be made anonymously.
What happens after I submit a complaint?
◾UNHCR takes all complaints seriously and follows up on each individually.
◾All communication with UNHCR is kept confidential.
◾Filing a complaint will not in any way impact your case or your access to assistance with UNHCR.
