Registration takes place in accordance with what is stated in clause (3). As for determining the rates of contributions, it is linked to the coverage tranche of old-age insurance, provided that it is taken into account that the wage subject to deduction is not less than the minimum wage and the wage that was previously included on its basis.
Those who are 60 years old male/55 years old female and above and want to issue a flexible work permit, will they be required to register in social security? Or is there another procedure?
Yes, they will be obligated if they have contributions that are ahead of age and their rights have not been settled (disbursing a lump sum compensation or entitlement to any pension salary), otherwise they are not obligated to be included.
How is the monthly contribution calculated when paying the social security? And when is it paid?
The monthly contribution of the insured persons covered according to the flexible work permit is calculated on the basis of the monthly wage subject to deduction, provided that it is not less than the minimum wage, according to the following percentages:
- (2%) Work Injury Insurance Allowance
- (1.5%) unemployment insurance allowance.
- (17.5%) disability and death insurance allowance.
- (0.75%) maternity insurance allowance.
The payment must be made within the first fifteen days of the month following maturity.

Payment is made in advance, and in all cases, the general rules of the law are applied, so that if the payment of contributions is late for the specified period, a delay fine will be applied.
If the worker subscribes for two months and then stops the social security contribution, is he obliged upon renewal of the permit to pay the social security contributions for the previous period?

What is Estidama++ program?
Estidama++ program is a program that supports social security contributions for workers in the private sector and the self-employed and provides inclusion incentives for them. It also works to strengthen and enhance the situation of workers who are considered to be among the weak and fragile workers category, by covering them with social protection, providing an entry point for them to obtain income support and registering with social security, and providing a direct recovery and strengthening resilience through expanding coverage with social security. The program provides a monthly subscription support allowance of 30 JOD, and an inclusion incentive allowance of 100 JOD paid every three months. The inclusion incentive can be used to pay contributions, and those who register with the program benefit for 12 months. These benefits are provided to workers through establishments in the private sector and to self-employed workers.
How can refugees apply for this program?
A Syrian refugee who obtains a flexible work permit can apply and benefit from the program as soon as he/she applies for the flexible work permit, as he is automatically registered in the program.
The SSC facilitated the inclusion of Syrian refugees authorized to work in the Estidama++ program by transferring the first inclusion incentive (100) JOD for the first quarter to the subscription balance, as well as the presence of subscription support for the first month of 30 JOD, and thus the balance of the Syrian refugee authorized to work covered by the program will be (130). JOD, which will help overcome the issue of the cost of social security contributions for the first two months that must be available to obtain a flexible work permit. This will give a valid movement to the Syrian refugee who is authorized to work from the moment he/she is included in the Estidama++ program, and this movement appears through the computerized system of the Ministry of Labor and the General Federation of Jordanian Trade Unions, which is considered the implementing body for issuing a flexible work permit for the Syrian refugee.
What do refugees benefit from this program?
The program will provide financial support to the target groups through two methods:
First, refugees will benefit from support on subscriptions at a value of (30) JOD per month for the insured for a period of (12) months. This amount is deposited in the insured’s account with the institution.
As for the second, a cash inclusion incentive allowance of (100) JOD is provided, which is disbursed to the beneficiaries (4) times a year during the first, fourth, seventh, and tenth months.
What is the cost of the permit after the support provided by the Estidama++ program?
The cost of a flexible work permit for a Syrian refugee if he/she is subject to social security is divided into the minimum wage of 260 dinars as follows:
- 113.1 JOD, the cost of the first two social security contributions (the value of each subscription is 56.55 dinars).
- 50 JOD fees for the General Federation of Trade Unions.
- 245 JOD to the Ministry of Labor (admin fees per year for auditing applications).
