Who is a stateless person?
- “Stateless person” means a person who is not considered as a national by any State under the operation of its law. Any person who is not a citizen of Armenia or any other country may apply for a stateless status in Armenia. You can apply regardless of whether you stay in Armenia regularly or irregularly.
How to apply
- A person interested in obtaining the status of a stateless person should apply to the Passport and Visa Department of the Migration and Citizenship Service (MCS).
- Application can be lodged in a language spoken by the person.
Application processing
- The Passport and Visa Department will file a case, based on your application, within three working days from the receipt of your application, and will inform you about it in writing. The duration of the case processing is one month, and it can be prolonged for up to one more month. During this period, an interview will be arranged with the applicant. During the interview, the applicant should present information and/or any other evidence in support of his/her application.
Decision
Following consideration of your case, the Passport and Visa Department will adopt a decision, which may be positive or negative. The applicant will be informed about the decision in writing.
Right to appeal
The applicant has the right to appeal the decision of the Passport and Visa Department within the period of 60 days following its receipt.
Non-citizenship certificate
In case of a positive decision, the applicant will be issued a non-citizenship certificate by the Passport and Visa Department. The administrative fee for issuance of the non-citizenship certificate is AMD 1,500.
