What is misconduct?
The United Nations defines misconduct as a failure by a staff member to follow rules or expected standards of behaviour.
This includes:
- Fraud
- Corruption
- Sexual exploitation and abuse
Misconduct can be committed by UNHCR staff or partner organizations.
What is fraud?
Fraud means intentionally misleading someone to gain a benefit.
All UNHCR services are free of charge.
Do not trust anyone asking you to pay for UNHCR or partner services.
Report anyone offering:
- Fake assistance
- Fake documents
- False promises in exchange for money or favors

What is corruption?
Corruption means offering, giving, or receiving money, gifts, or favors to influence decisions unfairly.
All UNHCR services are free of charge.
Do not give money, gifts, or favors to access services.
If someone asks for money or favors (including sexual favors), report it immediately:
Sexual exploitation and abuse
- Sexual exploitation: using power or vulnerability for sexual purposes or benefits
- Sexual abuse: unwanted sexual acts or threats
This behaviour is strictly prohibited for all UN and partner staff.
Report immediately if this happens.
What information should you include?
- What happened? Describe the incident
- Who was involved? Names or roles (if known)
- When and where? Date, time, and location (if possible)
Your safety
- Your report will be treated confidentially
- You will not be punished for reporting
- You can report even if you are unsure
