What requirements do I have to meet if I am a Ukrainian national with a valid biometric passport and I want to enter Romania?

If you are a Ukrainian citizen with a valid biometric passport, you can enter Romania without a visa and can stay for a maximum of 90 days (counted within a 180-day period). You will not need to register for temporary protection (TP) to enter or stay for this period. However, it is recommended that you register for TP as soon as possible if you intend to remain in Romania.

Can I enter Romania if I am a Ukrainian national with an expired or non-biometric passport?

Yes, you can enter Romania if you are a Ukrainian national with expired or non-biometric travel documents, but, when you are crossing the border, you will need to express to the Romanian border authorities at the border your intention to request TP. You will need to then register with the General Inspectorate for Immigration and receive a TP residence permit.

What are the requirements for other nationals of other countries (third country nationals (TCNs)) who are forcibly displaced from Ukraine and want to enter Romania?

  1. If you are a TCN from countries listed in Annex II of  Regulation (EU) 2018/1806 (visa-exempted countries), you can enter Romania without a visa (for a maximum period of 90 days, counted within a 180-day period), as long as your travel documents are still valid.
  1. If you are a TCN from countries listed in Annex I of Regulation (EU) 2018/1806 (countries for which a visa is required), you must obtain a visa or, if applicable, must express your intention to request TP to the Romanian border authorities. The General Inspectorate for Immigration will then conduct an assessment of your situation to determine your eligibility for TP. The assessment will take into consideration your possibility to safely return to your country of origin.

What do I need to do if I am a Ukrainian national and I wish to stay in Romania beyond the 90-day visa-free period?

If you are a Ukrainian national and you wish to stay in Romania beyond the 90-day visa-free period, you must register for Temporary Protection and obtain a TP residence permit.

What do I need to do if I am a Ukrainian national and I do not wish to stay in Romania, but I wish to move to another European Union member state?

If you are a Ukrainian national and hold valid travel documents, you can move freely within the European Union once you have been admitted into one of its member states, for a 90-day period, counted within any 180-day period. You need to have one of the following travel documents:

  1. A valid biometric passport or; 
  2. A valid non-biometric passport (with a visa if required).

    What do I need to do if I am a national from another country (TCNs) and forcibly displaced from Ukraine and I wish to move to another state?

    1. If you are a TCN coming from a country listed in Annex II of Regulation (EU) 2018/1806 (you do not require a visa) and you have valid travel documents, you can transit through Romania to reach another state without registering for TP in Romania. 
    2. If you are a TCN coming from a country listed in Annex I of Regulation (EU) 2018/1806 (you require a visa), you must have valid travel documents and a valid visa to transit through Romania to reach another state.
