Obtaining a disability certificate for forcibly displaced persons from Ukraine
Any Romanian citizen, citizen of another state or stateless person, permanently or temporarily resident in Romania, if they meet the legal criteria.

Submission of the file
At the DGASPC registry office or at the registry office of the town hall of the place of residence:
- Through submission
- By post
- By email
File evaluation
- SECPAH verifies the file and within 5 working days communicates the scheduled date for the physical presentation at the DGASPC headquarters
- The evaluation is carried out within 60 days
- The file is then sent to the CEPH and resolved within a maximum of 15 working days
- CEPH may request additional documents
Disability status / non-disability status and certificate
SEPAH:
- Comprehensive evaluation report with recommendation for classification or non-classification in disability degree
- Individual rehabilitation and social integration programme
- The certificate is mailed to the person’s home address
- The person can file an appeal
The appeal
- Must be submitted within 30 days
- Email to the Secretariat of the Superior Commission
- Directly to the ANDPD office
- To the CEPH secretariat that issued the disability classification certificate
- Deadline for resolution: 60 working days

- Social Services provided automatically or on request for holders of disability certificates
