What is REMEDI – Refugee Medical Insurance?
Refugee Medical Insurance (REMEDI) helps refugees with medical and accident-related costs. By enrolling in REMEDI, which costs RM 183.60 per year, REMEDI provides coverage if a refugee is admitted at a government hospital in Malaysia due to unexpected sickness or accidents, or if they experience permanent disablement or medical expenses from an accident. If that happens, REMEDI will pay the full cost of the hospital bill up to RM 10,000 per admission and up to a total of RM 20,000 per year.
Why should you get REMEDI?
- Unexpected injuries or sickness can lead to very expensive hospital bills for refugees in Malaysia, which you may need to use up your savings, making it hard to support yourselves and your family.
- REMEDI pays hospital bills for refugees, so refugees don’t have to worry about sudden medical costs.
- The annual cost to buy REMEDI – called the “premium” – is affordable compared to the coverage provided. REMEDI can pay up to RM10,000 per hospital admission and RM20,000 per year for hospital and surgery costs and RM10,000 if someone dies or is permanently disabled because of an accident. This means you are protected against unforeseen medical emergencies for as low as RM0.50 per day.
- REMEDI is the only insurance scheme in Malaysia endorsed by UNHCR, developed in partnership with Allianz.
Who can get REMEDI?
- Refugees and asylum-seekers registered with UNHCR in Malaysia, possessing a UNHCR card or UC letter.
- Aged from eighteen (18) to sixty (60) years old
What is covered under REMEDI?
REMEDI covers hospital bills if you are admitted to a government hospital in Malaysia for unexpected illnesses or accidents.

What is not covered under REMEDI?
REMEDI does not cover hospital bills at private hospitals, or outpatient treatments that do not require hospitalization.
In Malaysia, most medical insurance plans, including REMEDI, exclude coverage for certain conditions and treatments. These exclusions include:
- Pre-existing illnesses you already had before enrolled in REMEDI, if you knew about them.
- Cardiovascular disease and all cancers, that occur within the first 120 days after you enrolled in REMEDI;
- Plastic/cosmetic surgery, circumcision, eye checks, glasses, hearing aids, artificial limbs, pacemakers and medicine.
- Dental conditions including dental treatment or oral surgery unless your natural teeth were injured in an accident during the insurance period;
- Private nursing care, rest homes or care in special institutions.
- Problems caused by illegal drugs, alcohol abuse or intoxication
- Sterilization, sexually transmitted diseases, HIV (Human Immunodeficiency Virus)/AIDS (Acquired Immunodeficiency Syndrome, ARC (AIDS Related Complex) or diseases that need quarantine by law;
- Any treatment or surgical operation for Congenital Conditions/abnormalities or deformities, inherited or genetic conditions;
- Childbirth, miscarriage or any complications to a pregnancy, unless caused solely and directly by an Accident and prenatal or postnatal care and surgical, mechanical or chemical contraceptive methods of birth control or treatment pertaining to infertility. Erectile dysfunction and tests or treatment related to impotence or sterilization;
- Insanity, suicide or attempted suicide or injuries you cause to yourself on purpose;
- War or any act of war, declared or undeclared, criminal or terrorist activities, active duty in any armed forces, direct participation in strikes, riots and civil commotion or insurrection;
- Serious mental health conditions, including psychotic, severe mental disorders, or nervous disorders (including any neuroses and their physiological or psychosomatic manifestations).

How to enrol
To enrol in REMEDI, simply follow these steps:

How to use REMEDI in hospitals?
- Visit your nearest Malaysian government hospital
- You will be assessed to see if an admission is required
- Present your REMEDI Medical Card and UNHCR Card/UC Letter
- Admission counter checks the patient’s UNHCR document & REMEDI Medical Card
- Once verified, the hospital will prepare for your admission
- Upon recovery, you will be informed of your discharge from the hospital
- Hospital prepares medical bill
- If there are no uncovered items / treatment does not exceed your limits, no payment will be needed (otherwise, clear all payments at the hospital).
Note: If there are charges not covered by the insurance, you are responsible for paying them.

Frequently Asked Questions
‘Pre-existing illness’ means an illness you already had or had been suffering from before you enrolled into REMEDI. You may be considered to have reasonable knowledge of a pre-existing illness if:
• You have received or you are receiving treatment;
• Medical advice, diagnosis, care or treatment has been recommended;
• Clear symptoms are evident;
• Its existence would have been clear to a reasonable person in the circumstances.
‘Specified illnesses’ means the following disabilities and their related complications, occurring within the first 120 days of the insurance:
• Cardiovascular disease
• All cancers
In other words, you cannot make a claim for the above two conditions within the first 120 days after you buy the insurance.
Exclusions are medical conditions/treatments that are not covered by insurance. Even if the patient has insurance, they need to pay for hospitalization due to these conditions on their own. Please refer to the ‘What is not covered under REMEDI?’ section for more details.
• Inpatient Treatment
Inpatient care is care provided in a hospital or other type of inpatient facility, where you are admitted, and spend at least one night—sometimes more—depending on your condition.
• Outpatient Treatment
Outpatient treatment is any health care service provided to a patient who does not require staying overnight in a hospital. This includes patients who visit a hospital for treatment (which may take a few hours to perform) and return home the same day.
Admission to a government hospital as a registered inpatient for medical treatment upon recommendation of a medical practitioner.

Refugees and asylum-seekers with UNHCR card are only charged 50% of the Foreigners’ rate at government hospitals; and this ensures you can have more coverage in your annual limit.
No, the insurance is only for hospital admission where you spend at least one night in the hospital.
Insurance is a tool to protect yourself financially for the future in case of any unexpected events, like accidents, or illnesses. If pre-existing conditions were covered, people may wait to buy insurance only when they are already sick, which would lead to higher costs for insurers and higher premiums for everyone because it is more likely that this already sick person will need expensive treatment. Insurance providers operate by spreading risk across a large pool of people.
Yes, it will be covered under the optional Personal Accident Plan which provides reimbursement of up to RM2,000 for medical and surgical expenses related to the accident.
No, we don’t pay if the commencement of coverage is after the Insured Person’s event. In general, medical insurance is meant to provide protection for illnesses and injuries that occur in the future, not illnesses and injuries that have already occurred. There is a 30-day waiting period after the date of inception of the policy before you can enjoy the insurance coverage.
Insurance works by collecting a modest contribution from everyone, so that when a person has to be hospitalized, this money is used to cover the high cost of hospitalization. As nobody knows in advance who will need to be hospitalized, refugees and asylum-seekers (18 to 60 years old) should consider purchasing an insurance, to be covered when an accident or hospitalization happens.
All individuals registered with UNHCR aged from 18 to 60 years old are strongly encouraged to buy the medical insurance.
You only need to have an unexpired UNHCR document and RM183.60. Refugees and asylum-seekers who have lost their UNHCR card and have been given a Certified True Copy of the card can also purchase the insurance.

Yes, it is possible to proceed, provided you have the consent of the individual to enroll. Additionally, you will need to provide the insurance agent with a valid UNHCR document during the enrolment process to ensure the application complies with the necessary requirements.

To use your insurance, bring your original REMEDI Medical Card and UNHCR document.
If you present your valid UNHCR document and REMEDI Card to hospital staff during registration, you should not have to pay upon discharge, provided the treatment you receive is within the sum insured limit.
