All services by UNHCR, including registration, are free of charge.  

The first step in the asylum process is registration. Registration is the recording, verifying, and updating of information on asylum-seekers and refugees by UNHCR. Please note that UNHCR Malaysia can only register you if you are in Malaysia. 

How to register with UNHCR Malaysia?

To register with UNHCR Malaysia, please follow the following steps: 

1Request registration using My Services Portal 

You will first need to submit a request for registration using the self-service portal My Services. You can create your personal account through the self-service portal and request specific services from UNHCR Malaysia, including a new registration request.  Please note that only some services provided by UNHCR in Malaysia can be requested through this self-service portal. After you have submitted your request, you will receive a reference number, which you should keep and indicate in your future communication with UNHCR.

If you have registered with the Government of Malaysia and were issued a Dokumen Pendaftaran Pelarian (DPP) or Refugee Registration Document and you are still waiting to be registered by UNHCR, please submit your request for registration via My Services indicating the DPP reference number.

If you have made a new registration request through the Refugee Malaysia website and you are still waiting to be registered by UNHCR Malaysia, please submit your request for new registration via My Services indicating your Refugee Malaysia website reference number.

Please do not create multiple accounts for yourself on the My Services portal. Doing so will delay processing for you and others.

UNHCR Malaysia does not receive applications for registration based on physical letters sent to us. Do not pay anyone, including community groups, to assist you in sending letters to UNHCR requesting registration. It will not help to speed up your submission.

2Call from UNHCR for Registration interview

All requests for registration will be processed, but due to the high number of submissions, UNHCR may not be able to respond immediately. Please wait to be contacted by UNHCR for a registration interview appointment. There are large numbers of individuals waiting for registration, so the waiting period is long. Once you have been contacted by UNHCR Malaysia with an appointment date, you can prepare for your appointment. UNHCR will inform you who can accompany you to your registration interview appointment. Any other individuals who are not listed in the appointment, even family members, will not be allowed into the UNHCR Reception Centre.

Please do not come to the UNHCR Reception Centre for new registration if you do not have an appointment. When you are scheduled for an appointment for registration, you will receive a phone call or email for an appointment and then an SMS confirmation with the date and time of your appointment. 3Appointment with UNHCR

On the day of your appointment, you will need to show the confirmation email or SMS to UNHCR staff at the UNHCR Reception Centre to be allowed entry. Please come 30 minutes before your appointment time. 

Without an appointment, you will not be allowed to enter the Centre, as the number of appointments is fixed to ensure the health and well-being of refugees and asylum-seekers. 

It is important that you provide correct, truthful and complete information when registering with UNHCR. Incomplete or incorrect information may be detrimental to your case. You will have to give details of all your family members whether they are with you in Malaysia or elsewhere in the world. This includes spouses, parents (birth and/or adopted), brothers and sisters (full, half, step, adopted), and children (biological, adopted, stepchildren and from previous marriage or relationship). 

What do I need to bring to my registration appointment? 

Please bring all available documents relevant to your case, including passports, identity papers, marriage certificate, birth certificate, family census or national identity document, Temporary Registration Card (White Card or Kapra), military service booklets, medical certificates, evidence of previous registration with another UNHCR office, UNRWA office or a foreign government. 

Please also bring – if you have any of the following: UNHCR-issued document such as an identity card, Under Consideration (UC) letter, appointment card, and referral letter on your appointment date. Any documentation received from a UNHCR Office other than Malaysia should also be presented. 

These documents help UNHCR to confirm your identity, family details and update your records correctly. They also help to provide you with the right support and services. 

Please bring your own water containers and snacks/food, as there are no shops available nearby, and be prepared to wait for your interview at the Centre. Interviews may not commence based on time of arrival at the Centre as UNHCR has a system of prioritization for interviews, prioritizing families and individuals with specific needs during the start of processing for the day. Please note that there are rubbish bins at your disposal in front of the Centre and inside of the Centre.  

4Issuance of UNHCR Documents

Upon completion of the interview process, you will be considered as registered with UNHCR and provided a UNHCR identity document which explains that the bearer of the document is under the protection of UNHCR. 

UNHCR identity documentation is not a replacement to a Malaysian visa or permit but is proof of registration with UNHCR Malaysia to seek asylum in Malaysia. It may reduce the risk of arrest, detention and forced return to your country, and allow limited access to health services, education and other essential support services from UNHCR, its partner organizations or other actors. 

UNHCR identity documents are issued to individuals registered with UNHCR and show two different numbers: 

  • UNHCR registration group number shared by all individuals registered in the same household or case; and 
  • UNHCR individual number unique to the document holder. 

These numbers appear in different places on the document you hold. Please see the sample documents below for more information. 

UNHCR documents

The UNHCR registration group number follow different formats, depending on when they registered with UNHCR: 

 Individuals who registered with UNHCR before 2 February 2021 have file numbers that include the letter “C”, followed by five digits. Their file numbers continue to include the letter “C” on all UNHCR documents issued to them. For example: ✓ 123-12C12345  

Individuals who registered with UNHCR between 2 February 2021 and 16 April 2023 have a file number with a dash (-) replacing the letter “C”, followed by five digits. For example: ✓ 123-12-12345 

Individuals who registered with UNHCR from 17 April 2023 also have a file number with a dash (-) but followed by seven digits instead of five. For example: ✓ 123-12-1234567 

Your UNHCR Individual Number is unique to you.

To help you identify it on your UNHCR documentation, please note that it follows one of the standard formats shown in these examples: 123-45678901 or 123-456789012.

An appointment card used to be issued to individuals pending registration until the end of 2019, after which the online application via Refugee Malaysia website commenced replacing this system. Some individuals who are not yet registered with UNHCR may still have the following Appointment Card with a UNHCR appointment card reference number. 

Please note that this Appointment card is not an identity document. If you are holding an appointment card and are still pending registration with UNHCR Malaysia, please proceed to create an account on My Services Portal and indicate the reference number for your Appointment card there before you request an appointment.

Please ensure that you remember your UNHCR registration group number and individual number. It is important to memorize your UNHCR numbers, or record them in a convenient place, in case you lose your UNHCR document or authorities ask for your details. Knowing your UNHCR file number and individual number assists UNHCR with the verification of your identity. 

We advise all refugees and asylum-seekers to take a photo of their UNHCR document and store it on their phone for easy access. 

Please also remember to keep your UNHCR documents with you at all times.

UNHCR Verify Plus App

Once you have been issued a UNHCR card or asylum-seeker certificate, you may want to download UNHCR Verify Plus App on your phone. UNHCR Verify Plus is an App available for FREE download on mobile app stores for Android and Apple iOS. With the App you can verify any UNHCR card or asylum-seeker certificate. This functionality may be helpful in case of an encounter with the authorities, to attest of your registration with UNHCR and confirm your identity.  

You will be required to sign in to use the App. Sign-in can be completed with Google, Microsoft, Facebook or Twitter. The App can only see the user’s email address or username to track usage of the app. Other personal data will not be collected. 

In order to use the App, turn on the App and scan the QR Code. If successful, details matching the UNHCR card will be displayed. If unsuccessful, an error screen will appear.

If your document cannot be verified by the App and you are in a situation of potential arrest and detention, please contact the UNHCR Arrest and Detention Hotline at 012-6305060.

Document Renewal 

If you are already registered with UNHCR and have been issued a UNHCR document, you will need to renew the UNHCR document following the renewal date on your document. You will normally receive a reminder SMS three days before the renewal date informing you to approach UNHCR Malaysia for document renewal. Please approach UNHCR for your document renewal even if you did not receive the reminder SMS.  

During your document renewal, please update your current phone number, email address and residential address in Malaysia with UNHCR. 

On the date of your document renewal, only individuals who are already registered and carrying their expired/expiring UNHCR documents are allowed to enter the UNHCR Reception Centre. Please do not bring unregistered relatives or family members with you as they will not be allowed to enter the Centre. 

Lost UNHCR Document 

If you have lost your UNHCR card or Under Consideration (UC) letter, please approach the UNHCR Reception Centre to be issued a replacement document. You will undergo a short interview before a new document is issued, on the day you approach or you may be given an appointment to return on a specific day, depending on our operational capacity. 

As a reminder, please keep your UNHCR documents safely in your possession.
