Stateless Status Determination Procedure (SDP)

In Georgia the Stateless Status Determination Procedures Operate as of 2012.

Who May Apply

Any person who is not a citizen of Georgia or any other country may apply for a stateless status in Georgia. Both legally and illegally staying persons are eligible, however applicant should not be under the expulsion procedure.

How to Apply

A person interested in obtaining the status of a stateless person should submit an application to the PSDA through its regional branches or the Public Service Hall or the community centres in the villages. Application can be submitted either personally or through a legal representative based on an authorized form approved by a notary.

Application should be lodged in Georgian language and should be accompanied by the following documents:

  • two 3x4cm photos;
  • an identification or a travel document issued by a foreign country (if any);
  • any other document confirming the statelessness of the status seeker (if any).

Stateless Status Determination Interview

PSDA invites a status seeker for an interview to the Central Office of the PSDA in Tbilisi. During the interview the applicant should present information and/or any other evidence in support of his/her application.

Interview with a child or a person with limited legal capacity will be conducted in the presence of a legal representative or guardian/custodian.

PSDA may address diplomatic missions and consular offices of Georgia abroad to obtain information necessary for the facilitation of the status determination process.

Decision

PSDA will adopt a decision within six months after the submission of the application. This period may be extended for additional three months. The status seeker will be informed about the decision within three working days after its adoption. Decisions are prepared and issued in the Georgian language as well as published on the PSDA web page: http://sda.gov.ge/

Applicable Fees

There is no fee for the stateless status determination procedure. The fee for issuing an identification document is 60 GEL and for a travel document 150 GEL. Upon your request you can also be provided with the information on available financial assistance to cover the fees.

Right to Appeal

The negative decision of the PSDA may be appealed to the Tbilisi City Court (address: 6 Davit Aghmashenebeli Ave., Tbilisi, 0131) within one month after the decision is officially published on the PSDA web page: http://sda.gov.ge/
