What is the role of UNHCR in Libya?
The Office of the United Nations High Commissioner for Refugees (UNHCR) is the refugee agency of the United Nations mandated under the 1951 Refugee Convention to provide international protection and identify solutions for refugees. UNHCR works to ensure that everyone has the right to seek asylum and find safe refuge in another State, with the option to eventually return home, integrate or resettle. During times of displacement, UNHCR works to provide legal and physical protection and minimize the threat of violence, including sexual assault. UNHCR also seeks to provide basic shelter, food, water, and medical care in the immediate aftermath of any refugee exodus.
In Libya, UNHCR supports the Libyan authorities to improve living conditions for displaced and conflict-affected Libyans and works with partners to assist vulnerable asylum-seekers and refugees.
Who do we Help?
- Asylum-seekers: An asylum-seeker is an individual who is seeking international protection, and whose application is still under consideration. In Libya, they are granted with an asylum-seeker certificate issued by UNHCR.
- Refugees: A refugee is someone who is unable or unwilling to return to their country of origin owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion. In Libya, they are granted with a refugee certificate issued by UNHCR.
- Internally displaced People: An internally displaced person (IDP) is someone who have fled their homes, but unlike refugees, have remained within their country’s borders. In Libya, they can also benefit from some services provided by UNHCR and its partners.
