If you are a Syrian granted temporary protection, there are special procedures you need to follow for voluntary repatriation to Syria. Please approach PDMM in your residence province to receive information on these procedures.
Syrian citizens who wish to voluntarily return must apply to the Provincial Directorate of Migration Management in their current province of residence by following these steps.
- Schedule an Appointment for the Application
Syrian citizens must schedule an appointment via randevu.goc.gov.tr. Appointment details, including the date and time, will be communicated through SMS.
During the appointment scheduling process, it is mandatory to specify the border gate for the intended exit. - Approach the Provincial Directorate of Migration Management
A Voluntary Repatriation Form and a Travel Permit will be issued by the Provincial Directorate of Migration Management to facilitate travel to the city where the designated border gate is located. On the appointment day, the necessary checks will be conducted by the Provincial Directorate of Migration Management.
Please note: The Travel Permit is valid for 15 days from the date of issuance. - Border Gate Procedures
Fingerprint verifications will be conducted at the border gate. Any missing documents will be identified and completed during the verification process.
Individuals must proceed to the border gate within the validity period of the Travel Permit. - Exit
Following customs procedures, the exit of individuals whose processes have been finalized by the Provincial Directorate of Migration Management will be facilitated.
The Temporary Protection Identity Card of those returning voluntarily will be collected.
Yes. All personal belongings, including house furniture, are allowed. No verbal declaration form is required. Instead, a “Simplified Exit Form” will be issued by customs at the border crossings.
No. A specific permit is not required. Personal and household goods are processed with the “Simplified Exit Form” at border crossings. You do not need an additional authorization in advance.
Yes, you may take your private car across the border, but there are procedures to follow depending on the car’s registration status:
Vehicles originally brought from Syria and registered in Türkiye:
- Before proceeding to the border crossing, you need to approach to a notary in your province for closure of vehicle registration record.
- Customs officials at the border will verify the vehicle’s conformity with its documentation and close the record in the relevant system.
Vehicles bought in Türkiye (with Turkish domestic plates):
- You need a notary document closing the Turkish registration (in line with Law No. 5086 on Sale of Second-Hand Vehicles to Foreigners).
- At the border, “Simplified Exit Form” is then issued, and customs complete the exit after verifying the details.
Please note, that vehicles can depart from the border crossing you depart from Türkiye after finalizing the voluntary repatriation procedures. Also be aware that voluntary repatriation procedures are not being conducted at the Zeytindalı border crossing.
- When exiting with cash, there will be an exemption from the mandatory bank transfers until 31.12.2025. However, a cash declaration form needs to be shown when departing in possession of Turkish currency exceeding 25,000TRY, or foreign currency exceeding 10,000EUR or its equivalent.
- When exiting with personal/non-commercial jewelry valued over 15,000USD, there will be an exemption from proof of declaration at entry or proof of purchase in Türkiye until 31.12.2025.
The procedures regarding transfer of businesses established by Syrian citizens in Türkiye shall be completed through issuance of verbal declaration forms in accordance with Articles 170(1)(c) and 172(2)(a) of the Customs Regulation.
Only individuals registered under Temporary Protection (TP) can be processed for voluntary repatriation. If you are unregistered, you will be first registered before proceeding with voluntary repatriation.
- If your child is not registered, you will need to provide a birth report from the hospital or a birth notification form from the Population Directorate (Nüfus) to register your child before departure.
- If you are married with children but your spouse is not returning to Syria, you will need a signed consent form from your spouse to return with your children.
- If you are divorced, you will need to present custody documents to return with your children.
Only individuals registered under Temporary Protection (TP) can be processed for voluntary repatriation. If you are unregistered, you must first register with the Provincial Directorate of Migration Management (PDMM) or at the border crossing before proceeding with voluntary repatriation.
- If your child is unregistered, you will need to provide a birth report from the hospital or a birth notification form from the Population Directorate (Nüfus) to complete your child’s registration prior to departure.
There is no entry ban for those who voluntarily return to Syria. However, the issuance of a visa to re-enter Türkiye is at the discretion of the authorities, and we cannot guarantee whether you will be granted one. This decision is made on a case-by-case basis by the Turkish authorities.
Voluntary Repatriation procedures apply only to Syrians under Temporary Protection. Turkish citizens cannot be processed under voluntary repatriation. Those with dual citizenship (Turkish and Syrian) may travel to Syria.
You can request a correction of your records by providing supporting documents that confirm your Syrian nationality.
Voluntary Repatriation procedures apply only to Syrians under Temporary Protection. Family members with a different nationality or legal status must first check with the PDMM to determine whether they are eligible to return under voluntary repatriation procedures.
Voluntary repatriation procedures are available at İstanbul Airport, İstanbul Sabiha Gökçen Airport, and Ankara Esenboğa Airport. If you wish to depart Türkiye through these airports, please inform the PDMM when applying for voluntary repatriation so that a travel permit can be issued, if required. Once you leave Türkiye, you will not be able to re-enter the country without a visa.
Syrians who hold another nationality cannot be processed under voluntary repatriation and are not permitted to depart to Syria via the land border. If they have the necessary documentation, they may transit through Istanbul Airport to Syria.
