I just arrived in Luxembourg. What should I do?

Please access UNHCR’s Ukraine is Home portal, where you can find all necessary on services and resources to make a voluntary and informed decision about returning to Ukraine.

If you fled Ukraine, you should make your presence known and communicate your contact details to the General Department of Immigration of the Ministry of Home Affairs by:

  1. Completing the Arrivals in Luxembourg – Ukraine form (available in French, English, Ukrainian, Russian)
  2. Sending the completed form via email to: [email protected]

This information will help the General Department of Immigration contact you to schedule an appointment for the application for temporary protection (see section “How do I apply for temporary protection?”).

If you do not have access to an email account, you can make your presence known at the emergency reception centre set up by the authorities to host persons fleeing the war in Ukraine, accessible 24/7, and situated at Rue Tony Rollman – Google Maps (near the National Sports and Culture Centre “Coque”).

The emergency reception centre also provides shelter during the first couple of days, as well as food and items of primary necessity, for people wishing to request temporary protection in Luxembourg. Pets are not allowed. After the first few days, you will be directed to other government structures.

Moreover, your arrival in Luxembourg must be reported to the local administration of your place of residence in Luxembourg at the latest after obtaining your temporary protection status.

Who is eligible for temporary protection?

Temporary protection status is a specific protection status applied at EU level for people who have fled the war in Ukraine. It is available to:

  • anyone who was a resident of Ukraine before 24 February 2022 and who arrived in Luxembourg on, after or shortly before 24 February 2022
  • Ukrainian nationals and their family members
  • stateless persons and nationals of third countries other than Ukraine who were granted asylum (international protection) or equivalent national protection in Ukraine before 24 February 2022
  • stateless persons and nationals of third countries who can prove that they were legally residing in Ukraine before 24 February 2022 on the basis of a valid residence permit issued in accordance with Ukrainian law, and who are unable to return to their country of origin in safe and durable conditions

How do I apply for temporary protection?

After having submitted your personal details to the General Department of Immigration by completing the dedicated form (see above), you have to report to the “Ukraine Guichet Unique Enregistrement” at 12-14, avenue Emile Reuter, Luxembourg, which is open every Thursday from 8.00 to 11.30 am. You must come in person and present your identity documents. An appointment is not needed.

Nationals of countries other than Ukraine must provide additional documents proving that they had the right of residence in Ukraine on 24 February 2022.

When your application for temporary protection is submitted, your personal data will be recorded. The conditions for granting temporary protection are checked by the General Department of Immigration, and identity checks are carried out by the Grand Ducal Police.

If the conditions for granting temporary protection are met, a temporary protection certificate is issued. This certificate allows you to remain on Luxembourg territory but does not confer a right of residence in accordance with the legislation on the entry and residence of foreigners.

For how long is temporary protection granted?

Temporary protection, granted in a first phase for an initial period of one year from the date of activation of the mechanism at European level, i.e. until 4 March 2023, has been extended until 4 March 2026. Thus:

  • if you are a beneficiary of temporary protection, residing in Luxembourg and holding a temporary protection certificate valid until 4 March 2025, in order to continue to benefit from the rights attached to temporary protection until 4 March 2026, you must proceed to the renewal of your temporary protection Between 29 November 2024 and 7 February 2025, a circular was sent to you to inform you of the procedure to follow for the renewal. In case you have not received it and your temporary protection certificate expires on 4 March 2025, you are requested to contact the General Department of Immigration at the following address: [email protected]
  • if you are granted temporary protection for the first time: protection is granted until 4 March 2026.

The end date of the protection is indicated on your temporary protection certificate.


What are my rights and responsibilities as a holder of Temporary Protection?

  • The rights conferred on beneficiaries of temporary protection are valid only in the European Union country which granted the temporary protection.
  • In Luxembourg, you are entitled to material assistance from the National Reception Office if you do not have sufficient means of subsistence nor any support from a private individual. The assistance is provided in kind, in cash or in the form of vouchers.
  • You are entitled to stay in a National Reception Office accommodation facility but may also choose to live in private accommodation.
  • The temporary protection gives you the right to work and access to education in Luxembourg. You can register as a job seeker with the National Employment Agency (ADEM) by contacting: [email protected]; (+352) 247-88888.   • You may apply for family reunification (see section “Family Reunification”) with your family members who were granted temporary protection in another European Union country and with your family members who have not yet entered the territory of a European Union country. If your family members have not yet entered the territory of a European Union country and you would need assistance and advice, it is recommended that you send an e-mail to the address of the Luxembourg Embassy in Prague, co-accredited to Ukraine ([email protected]) or the Consular assistance of the Ministry of Foreign and European Affairs ([email protected]) with all the contact details of the persons concerned as well as copies of the identity documents.
  • You can move freely within the Schengen Area for a period of 90 days in any 180-day period if you have a valid biometric passport. If you wish to settle in another European Union country, you have to regularize your stay in this European Union country according to the national rules applicable there.
  • You may renounce this protection at any time in order to return voluntarily to your country of origin. In this case, Luxembourg will take the necessary measures to make this return possible.
  • You also have the possibility to apply for asylum (international protection) at any time (see section “How to seek asylum (international protection) in Luxembourg?”).

My children are in school age and want to attend school in Luxembourg. What steps do I have to take?

Children who fled Ukraine have the right to access the education system in Luxembourg.

In order to go to school, they must undertake a health and social check-up organized by the Directorate of Health and the Ligue socio-médicale. For an appointment, the Helpline can be contacted at (+352) 247-65533-3.

I need medical assistance – whom can I contact?

If you need medical care, and you have not yet been granted temporary protection status, you can receive treatment at the Maison Médicale even without affiliation to the social security system or national matriculation number for free.

As soon as you receive your temporary protection certificate, you will automatically be registered with the CNS (National Health Fund). The CNS is the body responsible for reimbursing all or part of the health care of its insured holders. You will receive your CNS card by mail. When you visit a doctor of your choice, you will have to pay the bill yourself and the CNS will reimburse you partially or fully. More information on the procedure to be reimbursed can be found on the Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees’ website.

The Directorate of Health will automatically give you an appointment for a medical and social check-up after obtaining the temporary protection status.


I am a beneficiary of temporary protection in Luxembourg. Can I return to Ukraine while keeping my status?

As a beneficiary of temporary protection, you have the right to return to Ukraine for a short stay, e.g. for a family visit. However, the temporary protection certificate is not a travel document. Thus, you must be in the possession of the necessary documents for crossing borders.


I have family members in Ukraine or who have crossed borders and are currently staying in Poland, Slovakia, Hungary, Romania or Moldova. I want to bring them to Luxembourg. What should I do?
