Child Protection

UNHCR, in collaboration with our partner Yayasan Cita Wadah Swadaya (YCWS), offers case management support to children who are unaccompanied, separated from traditional caregivers, or affected by violence, exploitation, and neglect. If you or someone you know is experiencing such issues, please contact the hotline number provided below.

UNHCR works closely with partners, including government agencies to address each child protection case by providing essential services such as legal assistance, safety and security measures, psychological support, and health interventions as needed.

If you are a newly arrived unaccompanied child in need of services and protection in Jakarta and the surrounding areas, please visit the UNHCR Reception Center during our operating hours, Monday to Thursday, from 08:30 AM to 4:00 PM, Friday by appointment only.

Some support for unaccompanied or separated children includes:

Supervised Semi-Independent Living – Jakarta

The Supervised Semi-Independent Living Care Arrangement (SILCA) is an available option for older unaccompanied children in Jakarta. Managed by YCWS, this program provides the child with a rented room in Jakarta, where they are supervised by an adult refugee guardian appointed by YCWS, as well as by YCWS social workers and child protection staff members.

Foster Care Arrangement – country-wide

Unaccompanied Children (under 14 years of age) may be placed in a foster care arrangement. Foster families will be identified by YCWS, in consultation with UNHCR Child Protection Staff.

Family Tracing

Family tracing may be initiated by UNHCR child protection staff for children with missing family members. UNHCR will refer the request for tracing to the International Committee of the Red Cross (ICRC) Indonesia or the Indonesian Red Cross (PMI) who then will review the case and determine whether tracing can be initiated. Please contact Child Protection Hotline if you require this assistance.
