On this page you will find information about the help available to you if you have had to return to Afghanistan from Pakistan since 1 November 2023.
Whether you can get assistance from UNHCR will depend on your personal circumstances and the type of documents you have. Select your documents below to find out more information.
Do you have a VRF form?
If you have been issued with a Voluntary Repatriation Form (VRF) at a UNHCR’s Voluntary Repatriation Center (VRC) in Baleli or Azakhel in Pakistan, you will receive cash assistance at our Encashment Centre in Afghanistan.
As of 22 April 2025, each Afghan holding a valid VRF will receive a one-time cash grant of AFN 11,000 per household to help them meet their immediate needs in Afghanistan + plus AFN 2,500 per person for transportation assistance. For example, if there are five people in your family, you will receive AFN 11,000 per household + (5 x 2,500 = AFN 12,500).
Any other member of your family who returned with you, who does not have a valid PoR card, and is not named on the VRF, but listed on the DoRR return certificate, will be given AFN 2,500 per person to cover their transportation home, following an interview.
Do you have a valid POR card?
If you have returned from Pakistan since 1 November 2023 and have a valid PoR card (a blue card with an expiry date of 30 June 2023), you will receive AFN 11,000 per household + AFN 2,500 per person at our Encashment Centre. For example, if there are five people in your family, you will receive AFN 11,000 per household + (5 x 2,500 = AFN 12,500).
To be eligible for this assistance, you must provide a return certificate stamped by DoRR at Torkham/Spin Boldak.
Do you have a UNHCR asylum certificate or slip?
If you have been registered by UNHCR or UNHCR partners in Pakistan, and were given an asylum certificate or a UNHCR Slip (a piece of paper with your case number on it), you will be given cash assistance of AFN 11,000 per household and AFN 2,500 per person for transportation.
To be eligible for this assistance, you must provide a return certificate stamped by DoRR at Torkham/Spin Boldak.
Those who have returned/were deported from Pakistan and have already received assistance will not be eligible for return cash assistance in the ECs.
Do you have other documents?
If you do not have any of the documents above, IOM will assist you at their Transit Centres. This includes those with the following documents:
- Green or yellow PoR card
- ACC card
- No valid documents
