Complaints mechanisms

The following mechanisms allow you to file a complaint in case of a violation of your rights in Portugal:

  1. Portuguese Ombudsman’s Office (Provedor de Justiça)

If you believe that your rights have been violated or that you have been refused access to services you are entitled to, you can file a complaint with the Portuguese Ombudsman’s Office (Provedor de Justiça).

This institution is mandated to promote and defend the rights, liberties and legitimate interests of all persons present at the Portuguese territory and to strive for a just and efficient public administration system.

It receives complaints from individual citizens and acts upon them by analysing the situation, hearing the individual and the entity that the complaint refers to, and seeking solutions to the reported issue with all involved parties.

Please note that this entity only deals with complaints against public institutions as well as private providers of essential services.

2. Commission for equality and against racial discrimination (CICDR)

If you were a victim of discrimination or racism, you can file a complaint with the Commission for equality and against racial discrimination (CICDR), which is an entity that supports the combat against racism and racial discrimination in Portugal. You can visit CICDR’s website or contact:

3. Commission for citizenship and gender equality (CIG)

If you were a victim of discrimination based on your sex, gender identity or sexual orientation, you can file a complaint with the Commission for citizenship and gender equality (CIG). This institution has the mission of combating discrimination based on sex, gender identity and sexual orientation. It receives complaints and conveys them to competent authorities, and provides as well opinions and recommendations.
