Legal aid

UNHCR may only offer free legal consultations and other assistance to asylum-seekers after registration with the State Migration Service. Legal counselling is available free of charge through a UNHCR-contracted lawyer to assist rejected asylum seekers with appeal procedures.

The UNHCR-designated lawyers counsel all asylum seekers and recognized refugees on relevant national legislation, for example, to obtain birth certificates for children born in Azerbaijan, register marriages concluded in Azerbaijan, etc.

The lawyers can also assist asylum seekers in lodging an administrative appeal to the State Migration Service or judicial appeals to courts against the negative decision of the State Migration Service.

The lawyers can be contacted from Monday to Wednesday, between 10:00 and 13:00, at the UNHCR Refugee Reception Centre or can be contacted at +994 51 252 10 88 from 10:00 am to 13:00 Baku time, Monday – Wednesday.


Educational assistance

Education Coordinator, contracted by UNHCR, is providing regular counselling at the UNHCR Refugee Reception Centre every Monday from 11:00 till 14:00, on all the range of issues related to education, including enrolment, transfer between schools, attendance, registration, etc.

The Education Coordinator can be reached by phone at +994 55 634 06 05 from 10 am to 5 pm Baku time, Monday – Friday, except holidays.


Medical care

Asylum seekers and recognized refugees registered with UNHCR can apply for free medical consultation at the nearest local polyclinic to their residence, following the timetable indicated respectively.

  • General practitioners will render Primary Health Care and/or medical consultations, and if necessary, they will refer patients to specialists. After the consultation and medical check-up, patients will receive needed treatment, as deemed appropriate and necessary by the local medical team on free of charge basis.
  • Specialized medical services for Secondary Health Care are provided at the Refugee Clinic, which can be contacted by calling 050 215 59 50. If needed, UNHCR Medical Coordinator can be reached by phone at +994 50 225 06 37 from 9 am to 5 pm Baku time, Monday – Friday, except holidays.
  • All women needing gynaecologist consultation and reproductive health services, which cover maternity care, pre, and post-natal care, and necessary check-up patients, will be referred to designated specialized institutions.

Please note that hospitalization is arranged based on the designated doctors’ recommendation and is normally provided only in acute, urgent, and life-threatening cases.


Psychological support

All asylum seekers and recognized refugees who feel they may need psychological support can receive counselling from psychologists working at the rehabilitation centres cooperating with UNHCR Azerbaijan.

Asylum seekers and recognized refugees needing to share their psychological concerns, including post-traumatic stress syndromes, are encouraged to approach UNHCR’s professional staff for consultation and referral.

The services are free of charge, and the confidentiality of these consultations is guaranteed.

Financial support

UNHCR has limited financial resources, which are insufficient to cover everyone’s needs.

The financial support is based on protection-specific needs and is subject to the availability of the budget and the decision of the internal review board.

The identified people with specific needs will be supported through material assistance and through referral to services.


Assistance for self-reliance and livelihood

Eligible refugees and asylum seekers can benefit from a small range of tailored activities, such as:

  • Counselling, advice and referral for specific services
  • Azerbaijani Language Courses
  • Vocational Training
  • Internship and employment opportunities
