I do not have a valid document or a nationality

If you are a person with undetermined nationality (for example, live in Azerbaijan with an old Soviet passport, arrived in Azerbaijan before January 1, 2006, but have not been provided with any identity documents, or currently don’t have any identity documents), you can apply for citizenship of Azerbaijan through the State Migration Service.

Are you a documented stateless person or a person who is at risk of statelessness?

A stateless person is a person who is not considered a national by any State under the operation of its law. Some stateless people are also refugees. However, not all refugees are stateless, and many stateless people have never crossed an international border.

Azerbaijan has acceded to the 1954 Convention relating to the Status of Stateless Persons (the 1954 Convention) and to the 1961 Convention on the Reduction of Statelessness (the 1961 Convention).

If you believe you are stateless or are at risk of statelessness, contact us:
