What does UNHCR do in Azerbaijan?
In Azerbaijan, UNHCR collaborates with the Government to improve the refugee status determination process and encourages legislative amendments to align with international standards on refugee and stateless matters.
UNHCR also advocates for prompt access to rights and information, offering asylum seekers legal counselling. Furthermore, the organization also provides free legal assistance and counselling to internally displaced persons and individuals at risk of statelessness.
UNHCR in Azerbaijan supports the government in finding sustainable solutions for forcibly displaced and stateless persons.
UNHCR also promotes the meaningful participation of refugees, persons in refugee-like situations, asylum seekers and stateless persons in the economic, social, and cultural life of Azerbaijan.

What does UNHCR not do in Azerbaijan?
UNHCR in Azerbaijan is not involved in:
- Processing asylum claims and deciding whether somebody can be granted protection in Azerbaijan;
- Issuing any document to asylum seekers who applied for asylum in Azerbaijan after 1 July 2020, except Ukrainians;
- Registration of refugees;
- Examining asylum applications;
- Issuing refugee documents;
- Individual support (accommodation, social support) except for vulnerable refugees and asylum seekers in need of assistance to cover basic needs.
ATTENTION! There is no resettlement program in UNHCR Azerbaijan.
