Government institutions

Both refugee status applications and applications for temporary asylum must be submitted to the territorial branch of the Ministry of Interior (MOI) of the Russian Federation at your place of stay.

If you are unable to apply in person, for example, because you are in detention or due to health reasons, you have the right to submit your application through the administration of the detention facility or to have it submitted on your behalf by an authorized representative (for example, a lawyer).
