The right to health is essential for the enjoyment of other human rights. It includes timely and appropriate healthcare, as well as underlying determinants of health such as access to safe water and sanitation, adequate nutrition and housing, healthy environmental conditions, and access to health information.
UNHCR does not provide medical and mental health assistance through its partners or private clinics. Refugees and asylum-seekers should access care through the national health system, including public primary healthcare centers and public hospitals. When seeking care, individuals should present a valid identification document—typically a passport. Services at public primary healthcare centers are generally provided free of charge; however, care at secondary and tertiary levels (public hospitals) is usually subject to fees, and patients should be prepared to cover applicable costs.
UNHCR works with the Libyan health authorities and coordinates with health partners through the Health Working Group to support access to essential services, strengthen local services, and promote the inclusion of refugees and asylum-seekers in national systems.
