Complementary Pathways are safe ways for refugees and forcibly displaced people to enter and stay in a third country, where their international protection needs are met. Complementary Pathways are distinct and additional to resettlement. Third countries establish their own competitive criteria for complementary pathways and decide who will be admitted to their territories. Refugees and and forcibly displaced people can apply directly for pathway opportunities under these country programs, a UNHCR referral is not required.

UNHCR’s role involves counselling and sharing information on verified opportunities, criteria, and application processes.
