About UNHCR in Hungary

UNHCR, the UN Refugee Agency, is a global organization, whose primary mandate is to safeguard the rights and well-being of asylum-seekers, refugees, stateless people, internally displaced people and returnees (those people who decide to return to their countries after fleeing from there).

Hungary is a party to the 1951 UN Convention relating to the Status of Refugees and its 1967 Protocol and the Government, therefore, has the responsibility to process asylum claims and to decide whether somebody can be granted refugee or subsidiary protection status in Hungary.

UNHCR works together with Hungarian authorities, NGOs, and other organizations to advocate for and to ensure the protection of asylum-seekers, refugees, and stateless persons.

What can UNHCR do in Hungary?

UNHCR’s mandate and responsibilities generally extend to those individuals who are outside their country of nationality or habitual residence for the reason of fear of persecution.

UNHCR Hungary provides legal assistance, psycho-social and integration support through other organizations, including Hungarian Helsinki Committee, Cordelia Foundation, Menedék Association, NANE and Next Step Association.

UNHCR Hungary monitors centres and facilities, where asylum-seekers, refugees or potential persons in need of protection are detained or accommodated, and advocates to make sure Hungary abides by its international obligations and respects the rights of asylum-seekers, refugees, and stateless persons.

What UNHCR cannot do in Hungary?

UNHCR Hungary

  • is not involved in the asylum procedure, instead the National Directorate-General for Aliens Policing (the immigration authority) registers and processes asylum applications.
  • does not provide support in resettlement to other countries. There is no resettlement taking place from EU countries, including Hungary.
