In Malta, state emergency healthcare is provided free of charge.

Find below an overview of the health entitlements according to the stage of your asylum procedures:

  • Before your application for asylum (international protection), you are entitled to emergency healthcare and essential treatment of illnesses, including serious mental disorders.
  • For as long as you are an asylum seeker and under the condition of being in possession of a valid Asylum Seekers Document (ASD) issued by IPA, you are entitled to emergency healthcare and essential treatment of illnesses, including serious mental health conditions.   • As a refugee possessing a protection certificate issued by IPA (stating that you have been granted refugee status in Malta) and a residence permit issued by Identity Malta, you are entitled to receive State medical care (free of charge). Visit the Rights and Obligations section for more information regarding your entitlements as a refugee.
  • Family members of a person granted refugee status, if they are in Malta at the time of the decision or if they join the refugee in Malta, enjoy the same rights and benefits as the refugee. 
  • If you have been granted subsidiary protection, and you are in possession of a protection certificate issued by IPA (stating that you have been granted subsidiary protection in Malta), and of a residence permit issued by Identity Malta, you are entitled to receive State medical care.   • If your application for international protection has been rejected, and you are in possession of an immigration booklet issued by the Immigration Police, you are entitled to life-saving medical assistance.
  • If your application for international protection has been rejected and you have submitted an appeal before the IPAT, you are considered an asylum seeker, and your entitlements are the same as those available to an asylum seeker.
  • If you have been granted a Specific Residence Authorisation (SRA), and you are in possession of a certificate issued by Identity Malta (stating that you have been granted SRA), you are entitled to State medical care. For more information, please visit the relevant policy here.
  • If you have been identified as a survivor of trafficking, and you have a valid residence card with the following written statement: “SL 217.07 tapplika f’dan il każ”), you are entitled to emergency medical and mental health care.
  • Patients suffering from chronic disease/s (such as diabetes, hypertension, asthma) are entitled to free medicinal treatment.  A consultant within the Government Health Service can apply for a Schedule ​V (Yellow) Card for the patient, listing the medicines required by the patient.  
  • Patients with limited means are eligible for the Schedule II (Pink) Card. Pink card holders are entitled to a limited number of medicinal products. This card entitles patients to free medicines, dental services, spectacles, telecare, handyman services, phone line subsidy, and foot insoles.
