What are Employment Pathways?

Employment pathways, otherwise known as labour mobility opportunities, are safe and regulated avenues that allow qualified refugees to enter or stay in another country to work, providing them with the right to either permanent or temporary residence. Thanks to these pathways, refugees can be safely admitted to a third country based on a concrete job offer or specific sector labour shortages while having their protection needs met and their rights safeguarded.

Labour mobility programs can be part of traditional immigration systems adapted to facilitate the admission of refugees with requisite skillsets. They may also include temporary and permanent skilled entry arrangements aimed at supporting refugees.

Talent Beyond Boundaries is a private non-profit organization that connects employers with refugees and works directly with governments to open skilled migration pathways for refugees.

Economic Mobility Pathways Pilot (EMPP):

Created by the Government of Canada to help skilled refugees immigrate to Canada through existing economic programmes and give employers in Canada access to a new pool of qualified candidates to fill job openings. For more information, please refer to the Economic Mobility Pathways Pilot. In addition to meeting the general requirements, you must also be eligible for one of the following economic immigration programmes:

  1. Atlantic Immigration Program (AIP)
  2. Provincial Nominee Program (PNP)
  3. Rural and Northern Immigration Pilot (RNIP)


TalentLift Canada: TalentLift is a non-profit talent agency. They support employers to source talent from within refugee and displaced populations to fill skills shortages, enabling refugees along with their families to migrate to Canada.

Registration in TalentLift’s online platform and TalentLift services are free of charge for all candidates.

Employment Pathways such as TBB/TalentLift require you to register and complete an application online, with your information, CV, experience, which will then be accessible to potential employers for selection. It is important to note that simply registering does not guarantee a job
