The State Migration Service (SMS) of Ukraine is the only government institution that can grant you protection status in Ukraine (refugee status or complementary protection status) and grant you the legal right to stay in Ukraine. UNHCR can only help asylum seekers apply for asylum at the State Migration Service and support the case through the legal procedures.
You have to address your asylum application in person to the relevant Refugee department of the State Migration Service:

UNHCR operates through the network of several partner organisations assisting refugees and asylum seekers, including social and legal aid. There are also partner lawyers who can provide legal assistance in Chernihiv, Lviv, and Lutsk.
Legal partners provide legal assistance to asylum seekers during the state asylum procedure and provide legal counselling on the rights and obligation of asylum seekers, refugees and persons granted complementary protection according to the legislation of Ukraine. Legal assistance may include:
- explain the asylum procedure
- prepare the asylum application and required documents for the State Migration Service (SMS)
- assistance to access documentation
- prepare court appeals
- accompany and represent asylum seekers in court
- prepare complaints and letters to the state authorities

Social partners provide counselling regarding social assistance available from the state. It also includes assistance in accessing social, medical and education services. The assistance by our NGO partners may include:
- assistance in approaching hospitals
- assistance in purchasing medication for the most vulnerable persons of concern
- psychological counselling and support
- Ukrainian language courses
- assistance with school, kindergarten and vocational training enrolment
- access to employment
- counselling on birth registration
