Reporting misconduct, fraud, sexual exploitation and abuse

UNHCR takes a ZERO TOLERANCE approach to issues of misconduct, fraud, sexual exploitation and abuse. See below for more information, including confidential reporting of incidents.

REPORTING MISCONDUCT

All UNHCR staff members are bound by the United Nations Staff Rules and Regulations. Misconduct is defined as the failure by a staff member to abide by these rules and regulations. Misconduct can include:

  • Embezzlement and procurement fraud
  • Sexual exploitation and abuse
  • Harassment (including mobbing)
  • Assault, threats or retaliation
  • Misrepresentation or false certification
  • Abuse of authority
  • Non-compliance with local laws and more

All issues of misconduct can be reported directly to the Inspector General’s Office (IGO) in Geneva, using the online complaint form.

All reports of misconduct are kept anonymous and confidential.

REPORTING FRAUD

Fraud is any act that knowingly misleads or attempts to mislead someone to obtain a benefit. It includes the offering, giving, receiving or soliciting anything of value to wrongly influence the actions of someone else.

UNHCR takes a ZERO TOLERANCE approach to issues of fraud by staff, partners, asylum-seekers and refugees, or any external actor.

  2. Asylum-seekers and refugees have the option to directly report Fraud to the Inspector General’s Office (IGO) in Geneva, using the online complaint form.

All complaints of Fraud are kept anonymous and confidential.

REPORTING SEXUAL EXPLOITATION AND ABUSE BY HUMANITARIAN ACTORS

Sexual Exploitation and Abuse (SEA) is any actual or attempted abuse of a position by UNHCR staff, partners or collaborators towards asylum seekers, refugees and other vulnerable persons, including for sexual purposes.

UNHCR takes a ZERO TOLERANCE approach to issues of sexual exploitation and abuse. This is considered a serious misconduct and can result in severe consequences.

All issues of SEA can be reported directly to the Inspector General’s Office (IGO) in Geneva, using the online complaint form.

All complaints of Sexual Exploitation and Abuse are kept anonymous and confidential.
