UNHCR works in Uzbekistan to support the government in protecting the rights of forcibly displaced and stateless people, and in aligning national laws with international standards.
Uzbekistan has not yet acceded to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, and does not yet have a national asylum system. As a result, people seeking international protection in Uzbekistan cannot apply for asylum or obtain refugee status, and they may face difficulties accessing services such as legal employment, healthcare, or education.
Uzbekistan has made progress in reducing and preventing statelessness. More than 90,000 stateless people have been granted Uzbek citizenship in recent years, following the adoption of the 2020 Citizenship Law and the introduction of reforms such as universal birth registration.
