Reporting Fraud and Misconduct

All UNHCR services and activities are always free of charge.

At no point will you be asked to pay or do favours for any of the services provided by UNHCR or any of its partners. UNHCR does not tolerate fraud, corruption, sexual misconduct, and other abusive behaviour.

1Beware of Online Fraud and Scams

Please stay aware of risks. Unfortunately, there are individuals and groups who may try to exploit your situation through fake apps, messages, calls, and social media scams that promise assistance or services in exchange for money or personal information.

Common fraud tactics:

  • Fake apps and websites: Imitating UNHCR or embassies to steal information.
  • Fraudulent emails and text messages: Pretending to be from UNHCR, asking for data or money.
  • Phone scams: Posing as UNHCR staff to trick you.
  • Social media and messaging scams (Telegram, WhatsApp): Promising resettlement or fast-tracking registration in exchange for money.

How to protect yourself:

  • Verify the source: UNHCR will never ask for money or request personal information through unofficial channels.
  • Do not share personal information: Never share your ID number, bank details, or passwords with anyone you do not trust.
  • Use official channels: Visit the official UNHCR Help site or contact the nearest UNHCR office.

2How to Report Fraud and Misconduct

We take all reports seriously. Reporting fraud will not affect your rights to protection and assistance.

A. Reporting misconduct by UNHCR Staff Anyone having concerns or suspicions about possible misconduct by a UNHCR staff member (or anyone with a contractual link with UNHCR) can report such concerns directly to the UNHCR’s Inspector General’s Office (IGO). The IGO keeps the information it receives confidential.

B. Reporting fraud by other individuals If you have any concerns or suspicions about possible fraud committed by refugees, humanitarian status holders and asylum-seekers, in relation to services provided by UNHCR or its partners, please report it to UNHCR Korea.

Please note: UNHCR cannot officially investigate fraud committed by people who do not work for UNHCR (such investigations are managed by local authorities). However, reporting it to us is still important as it helps provide support and alert other displaced persons.
