Who is a stateless person?

A stateless person is someone who is not considered as a national by any State under the operation of its law. The identification and protection of stateless persons along with the reduction and prevention of statelessness are part of UNHCR’s core mandate.

Bulgaria is one of the very few states worldwide with a formally established Statelessness Determination Procedure (SDP). The detailed rules and procedures governing the SDP were adopted in June 2017, with the actual assessment of claims starting in July 2017.
