Third country labour mobility pathways allow refugees and asylum seekers to explore skills-based opportunities in third countries, with the right to either temporary or permanent residence. They can also include temporary and permanent skilled entry arrangements specifically aimed at supporting refugees, with the immediate or eventual attainment of the right to family life based on the principle of family unity.
Eligibility is determined by candidates’ professional skills, experience and/or educational background. Requirements and vacancies are commonly driven by specific industries, needs of employers, labour market shortages and are affected by immigration laws of the receiving countries.

Various countries also have independent economic mobility pathway programs aimed at increasing long-term solutions for refugees through labour mobility. While more and more countries are offering employment pathways each year, a few examples of existing employment pathways include:

Some of the programs and their details are as follows:
1. Talent Beyond Boundaries (TBB)
Talent Beyond Boundaries (TBB) is a non-profit organization committed to opening labour mobility pathways for refugees and persons in need of international protection. TBB connects refugees with international employment opportunities so that they may work in countries where they can access opportunities, protection, and stability in Canada, Australia, the UK, the USA and Europe. For more information, please visit their website. Refugees and asylum seekers can register themselves in the Talent Catalog, a talent portal created by TBB to share your profile and to learn about current job opportunities. Registration is free and TBB does not charge any fees for their services. Their website also provides access to a range of free and helpful resources on language learning, career development, interview and CV prep after registration.
In addition, you can also contact the Migration and Asylum Project (MAP), TBB’s local implementing partner, which identifies and refers eligible candidates for vacant positions and upcoming jobs in the TBB portal. 2. TalentLift Canada
TalentLift is a non-profit international recruitment agency that assists Canadian employers to hire refugees and persons in need of international protection, enabling refugees along with their families to migrate to Canada. For more information, please visit their website. Refugees and asylum seekers can register on the Talent Platform to join a pool of candidates seeking international employment and skill-based visas to Canada. Registration is free and TalentLift does not charge any fees for their services. By creating a profile, candidates can showcase their skills and interests, upload or build a CV, express interest in job opportunities, access upskilling programs, and chat with the TalentLift team. Their website also provides access to a range of free and helpful resources on language and CV development after registration.
3. Robo Co-op
Robo Co-op is a digital refugee-led cooperative providing digital trainings to refugees and asylum seekers and promoting digital skills and digital projects. The organization engages in reskilling and upskilling of refugees thereby solving the great shortages of digital talents for the global economy. For more information, please visit their website.
4. Coursera Social Impact Program
UNHCR has partnered with the Coursera Learning Platform for refugees and asylum seekers in India to access free, flexible and job-relevant learning. Coursera is a global online learning platform that offers 5,000+ courses from 200+ universities and institutions worldwide in multiple languages. Courses offeres include computer science, medicine, marketing, politics, language, and soft skills, among others. Enrolled refugees and asylum seekers obtain free certificates for every finished course, which are accepted by employers worldwide. Cell phones or tablets are sufficient to complete courses and laptops are not required. Courses can be accessed online or downloaded to complete offline.
