Information for undocumented or stateless people

I do not have a valid document or a nationality 

A stateless person is a person who is not considered a national by any State under the operation of its law. Some stateless people are also refugees. However, not all refugees are stateless, and many people who are stateless have never crossed an international border. 

Please be informed that Azerbaijan has acceded to the 1954 Convention relating to the Status of Stateless Persons (the 1954 Convention) and to the 1961 Convention on the Reduction of Statelessness (the 1961 Convention). 

Are you a documented stateless person? 

If you are a stateless person documented by the Government of Azerbaijan and issued with stateless identity document by the Ministry of Internal Affairs of the Republic of Azerbaijan (MIA), you should apply to the MIA for the extension of the validity of the document or to the State Migration Service of the Republic of Azerbaijan (SMS) for obtaining nationality of Azerbaijan. As per, Azerbaijan’s Global Refugee Forum (2019) pledge, documented stateless persons are invited to submit their documents to obtain nationality of Azerbaijan in a facilitated manner.  

Are you a person with undetermined nationality who is at risk of statelessness? 

If you are a person with undetermined nationality who is at risk of statelessness (for example, live in Azerbaijan with old Soviet passport, arrived in Azerbaijan before January 1, 2006, but have not been provided with any identity documents, or currently don’t have any identity documents) you can apply for establishment of your affiliation to the citizenship of Azerbaijan through the State Migration Service. Please note that there is no simplified procedure or exemption from state fees for documentation of persons with undetermined nationality in Azerbaijan. In many cases, you will be referred by the SMS to the relevant government authorities or national courts to confirm your statelessness status and permanent residence in the country. After these legal steps and depending on your situation, you may be requested to submit required documents for obtaining nationality of Azerbaijan.

If you are a person with undetermined nationality (for example, live in Azerbaijan with an old Soviet passport, arrived in Azerbaijan before January 1, 2006, but have not been provided with any identity documents, or currently don’t have any identity documents), you can apply for citizenship of Azerbaijan through the State Migration Service.
