For many people, legal aid in Ukraine is provided free of charge and guaranteed by law.
How to Access Legal Assistance
You can receive legal support through:
- UNHCR Ukraine’s partner organizations
- The National Free Legal Aid System coordinated by the Ministry of Justice of Ukraine
National legal aid system
The national system offers two types of legal aid:
Primary Legal Aid
- Legal consultations
- Help with drafting non-procedural documents
- Guidance on your rights and legal options
Secondary Legal Aid. Available to specific categories of individuals, including:
- Internally displaced persons (IDPs)
- Low-income individuals
- Veterans
- Children
- Persons with disabilities
- Survivors of domestic violence
Includes:
- Representation in court
- Preparation of procedural documents
- Defense in criminal cases

Legal aid provided by UNHCR
UNHCR Representation in Ukraine provides free legal assistance to displaced, returnee or war-affected individuals across Ukraine, through its partner legal aid organizations.
What Legal Aid Covers?
Any type of advice related to your rights or access to services, explaining of displacement specific legislation or that related to times or war.
Legal aid services are available to help you with:
- Support with identity and/or civil documentation (ID cards, birth certificates, marriage registration, etc.)
- Restoring other lost or damaged documents (e.g., disability related, pension or employment related, property ownership papers etc.)
- Filing claims for compensation for destroyed or damaged property
- Accessing social benefits and pensions
- Other issues of importance for displaced or war-affected people
