Feedback and complaints

All UN staff members are bound by the Staff Rules and Staff Regulations of the United Nations. Misconduct is defined as failure by a staff member to abide by these rules and regulations. Examples of misconduct include: 

  • Sexual exploitation and abuse of people we serve; 
  • Fraud (e.g., falsifying a document); 
  • Corruption (e.g., taking money from refugees or others); 
  • Theft and embezzlement (e.g., stealing equipment or money); 
  • Harassment; 
  • Assault, threats or retaliation; 
  • Acts or behaviour that discredit UNHCR; 
  • Non-compliance with national laws. 


Sexual exploitation and abuse

Sexual exploitation and abuse are unacceptable and prohibited for all United Nations and partner staff members.

Your report should include the following information: 

  • What happened? 
  • Describe in detail what you know about the incident(s). 
  • Who has committed the alleged wrongdoing? 
  • Do you know if anyone else was involved? (Please provide full names, job titles and organization, if possible.) 
  • When did the incident(s) occur, according to information you have? (Please include dates and times, if possible.) 
  • Where did the incident happen  – in public or private spaces, government centre, or elsewhere? 

Your report will be treated with discretion and kept strictly confidential.

What is corruption?  

Offering, giving, receiving, or soliciting (directly or indirectly) anything of value, to influence illicitly the actions of another party.  

How do I complain about UNHCR staff? 

If you have witnessed or are aware of misconduct of UNHCR staff and/or staff of UNHCR partners/contractors, or If you possess information on UNHCR (partners’) staff being involved in corruption, fraud, exploitation or abuse (including sexual), report it immediately to UNHCR’s Inspector-General’s Office (IGO) at UNHCR Headquarters:
