Employment pathways or labor mobility schemes are safe and regulated avenues that allow qualified refugees to move to another country to work. The third country will provide temporary or permanent residence to refugees (and often their immediate family members) who accept jobs in those countries. Through an employment pathway, employers are able to find qualified applicants to fill vacant positions and refugees are able to apply their skills and experience to become economically independent.
In Pakistan, UNHCR is facilitating with its partner SHARP access to the Talents Beyond Boundaries (TBB) employment program. However, there are other programs not facilitated by UNHCR that are available. Please refer to the links below and to the UNHCR Help page.
TBB is a non-profit organization committed to increasing employment pathways for refugees and other displaced people. TBB connects refugees with international employment opportunities so that they may work in countries where they can access opportunities, protection, and stability. TBB’s Talent Catalog was created to allow refugees to share their profile and to learn more about current job opportunities.

Economic Mobility Pathways Pilot (EMPP):
Created by the Government of Canada to help skilled refugees immigrate to Canada through existing economic programmes and give employers in Canada access to a new pool of qualified candidates to fill job openings. For more information, please refer to the Economic Mobility Pathways Pilot. In addition to meeting the general requirements, you must also be eligible for one of the following economic immigration programmes:
- Atlantic Immigration Program (AIP)
- Provincial Nominee Program (PNP)
- Rural and Northern Immigration Pilot (RNIP)
TalentLift Canada: TalentLift is a non-profit talent agency. They support employers to source talent from within refugee and displaced populations to fill skills shortages, enabling refugees along with their families to migrate to Canada. Emploment Pathways such as TBB/ TalentLift require you to register and complete an application online, with your information, CV, experience, which will then be accesible to potential employers for selection. It is important to note that simply registering does not guarantee a job.
