What is voluntary repatriation?

Voluntary repatriation is the free and informed return of refugees to their country of origin in safety and dignity.

  • UNHCR facilitates voluntary returns by providing information on the conditions in your home country to help you make an informed decision.
  • Assistance may include counselling, travel facilitation, financial aid, and reintegration support in the home country.

I am a refugee and I want to return home. What should I do?

  • Somali refugees: You may apply for the Assisted Spontaneous Return (ASR) Programme. Visit the Return Help Desks in Basateen (Aden), Kharaz Camp, Al Mukalla, or the UNHCR Reception Centre in Sana’a.

What is the Assisted Spontaneous Return (ASR) Programme?

This program, facilitated by UNHCR, is for Somali refugees in Yemen who wish to return to Somalia.

  • Services include counselling, medical screening, documentation, transportation, and reintegration support.
  • Decisions to participate are voluntary, based on informed knowledge of conditions in Somalia.

Who is eligible for the Assisted Spontaneous Return Programme?

  • Somali refugees in Yemen.
  • Refugees married to Yemeni nationals, if the Somali Consulate confirms legal residency for non-Somali family members.
  • Somali asylum-seekers registered in Yemen for at least six months.
  • Refugees of other nationalities may be eligible for other programmes (see What are the voluntary return programmes by other agencies?).

How can I apply for Assisted Spontaneous Return Programme?

  • Aden: Visit the FMF Return Help Desk in Basateen.
  • Kharaz Camp: Approach Human Access staff.
  • Al Mukalla: Visit FMF Return Help Desk.
  • Sana’a: Visit UNHCR or Safe Road.
  • Required documents:
    • Refugee ID card (IPNA-issued).
    • Birth certificates for children.
    • Contact details of family in Somalia.

What happens after I apply?

  • UNHCR will verify your identity, review your application, and assist with travel documents, exit permits, and the Somali “Go Home” travel document.
  • Travel to Somalia will be organized from Aden, with accommodation and food provided for up to 10 days before departure.
  • Cash grants: details will be communicated to the eligible applicants.

Does UNHCR have a voluntary repatriation programme for non-Somali refugees?

Currently, UNHCR does not run a repatriation program for non-Somalis. Refugees of other nationalities should contact IOM for their Voluntary Humanitarian Return (VHR) programme.
