Employment pathways, or labour mobility opportunities, are safe, regulated ways that allow qualified refugees to enter or reside in another country to work, granting them permanent or temporary residency.
Thanks to these pathways, refugees can be safely admitted to a third country based on a concrete job offer or specific sector labour shortages while having their protection needs met and their rights safeguarded.
Worker relocation programs can be part of traditional immigration systems that have been adapted to facilitate the admission of refugees with the necessary skills. These programs may also include coordinating temporary or permanent entry into the skilled workforce to support refugees.
UNHCR Uganda is working with Talent Beyond Boundaries and Finn Church AID, who work to connect employers with refugees, open migration pathways, and scale displaced talent mobility. Skills and qualifications for a job are the primary considerations for third-country employment opportunities. Only highly skilled refugees who match the demand for labour in third countries are the target beneficiaries for third-country employment opportunities. Vulnerability and refugee status do not increase the likelihood of success but are considered to ensure equity and nondiscrimination.
