What is misconduct?<\/strong><\/h2>\n\n\n\n

The United Nations defines misconduct as \u201cany failure by a staff member to comply with his or her obligations under the Charter of the United Nations, the Staff Regulations and Staff Rules or other administrative issuances, or to observe the standards of conduct expected of an international civil servant.\u201d In particular, fraud, corruption and sexual exploitation and abuse<\/span> are considered misconduct, whether by UNHCR personnel or partner staff.<\/p>\n\n\n\n

If you are aware of, or have concerns or suspicions about a possible case of misconduct related to UNHCR, please report this directly to the Inspector General\u2019s Office (IGO) at UNHCR Headquarters<\/strong>:<\/p>\n\n\n\n

What is fraud?<\/strong><\/h2>\n\n\n\n

Fraud is any act with the objective of intentionally misleading another in order to obtain a benefit.<\/p>\n\n\n\n

All UNHCR services are free of charge.<\/strong> Do not trust anyone or any organization asking you to pay for the services of UNHCR or its partners. Report fraudsters who are offering you financial or other kinds of assistance, fake documents or fake claims in exchange for money or other favors. Please report this behavior immediately to UNHCR at hunbu@unhcr.org<\/strong><\/a>.<\/p>\n\n\n\n

What is corruption?<\/strong><\/h2>\n\n\n\n

Corruption is an act of offering, giving, receiving or soliciting (directly or indirectly) anything of value to influence improperly the actions of another party.<\/p>\n\n\n\n

What is sexual exploitation?<\/strong><\/h2>\n\n\n\n

Sexual exploitation<\/strong> means any actual or attempted abuse of position of vulnerability, differential power, or trust, for sexual purposes, including but not limited to, profiting monetarily, socially, or politically from the sexual exploitation of persons of concern.<\/p>\n\n\n\n

What is sexual abuse?<\/strong><\/h2>\n\n\n\n

Sexual abuse<\/strong> means the actual or threatened physical intrusion of a sexual nature, whether by force, or under unequal or coercive conditions. <\/p>\n\n\n\n

Sexual abuse is unacceptable behavior and prohibited for all United Nations and NGO partners\u2019 staff members.<\/strong><\/p>\n\n\n\n

Respective concerns should be reported immediately!<\/p>\n\n\n\n

Your report should include the following information:<\/p>\n\n\n\n

  • What<\/strong> happened? Describe in detail what you know about the incident or incidents.<\/li>\n\n\n\n
  • Who<\/strong> committed the alleged wrongdoing? Do you know if anyone else was involved? Please provide full names, job titles and organization, if possible.<\/li>\n\n\n\n
  • When<\/strong> and where<\/strong> did the incident or incidents occur? Please include dates and times, if possible.<\/li>\n<\/ul>\n\n\n\n
