Asylum seekers:
Not to be rejected at the border or entry point to the country.
Not to be sanctioned for entering the country irregularly.
Not to be expelled or returned (principle of non-refoulement) to the country where the events that forced them to seek international protection took place.
To remain with regular status within the national territory under the condition of asylum seeker.
Right to access health, education, and housing.
Any other rights established in the 1951 Convention and the 1967 Protocol relating to the Status of Refugees.
Recognized refugees and their family members:
“Non-rejection” at the border or entry point to the country.
No sanction for entering the country irregularly.
The prohibition of expulsion and return (principle of non-refoulement) to the country where the events that forced them to seek international protection are taking place.
Regular stay within the national territory under refugee status.
The option to obtain a migratory status and naturalization in accordance with the requirements established in current legislation.
Self-sufficiency and incorporation into productive life.
Access to a work permit as a refugee.
Possibility of benefiting from social programs aimed at their integration into society.
Family reunification of the basic family unit, in accordance with Article 77 of Executive Decree No. 5 of January 16, 2018.
Access to health, education, housing, and employment.
The right to the application of safeguards and guarantees regarding expulsion, as established in the 1951 Convention and the 1967 Protocol relating to the Status of Refugees.
Other rights recognized by international instruments ratified by the Republic of Panama, particularly those mentioned in the previous paragraph.
Comply with the laws and regulations of the country and respect public order.
Comply with the decisions of ONPAR or CONARE, as the case may be.
Carry at all times your valid identification document as an asylum seeker or refugee.
Inform ONPAR of the location of your residence and workplace, as well as any changes that occur in these.
Immediately report to ONPAR and the competent authorities, in the manner provided in this Executive Decree, the loss or theft of your identification document.
