What are the main rights of asylum seekers?

  • To not be rejected at the border or entry point to the country.
  • To not receive a sanction for entering the country irregularly.
  • To not be expelled or returned (non-refoulement) to the country where the events that force them to request international protection have occurred.
  • Legal permanence within the national territory under the condition of asylum seeker.
  • Access to health care, education and housing.
  • Any other right established in the 1951 Convention and the 1967 Protocol relating to the Status of Refugees.

What are the rights of refugees and their family unit?

  • The “no rejection” at the border or entry point to the country.
  • Non-sanction for entering the country in an irregular manner.
  • The prohibition of expulsion and return (non-refoulement) to the country where the events occurred that oblige them to request international protection.
  • Legal permanence within the national territory under the condition of refugee.
  • Choose to obtain migratory status and naturalization in accordance with the requirements established in the current legislation.
  • Self-sufficiency and incorporation into productive life.
  • Apply for a work permit as a refugee or any other option that is more favorable to the person.
  • Possibility of benefiting from social aid aimed at facilitating the integration into society.
  • The reunification of the basic family nucleus, in compliance with the provisions of Executive Decree No. 5 of January 16, 2018, article 77.
  • Access to health care, education, housing and work.
  • Right to have the safeguard provisions and guarantees relating to expulsion applied, established in the 1951 Convention and the 1967 Protocol on the Status of Refugees.
  • Other rights that are recognized by international instruments ratified by the Republic of Panama, in particular those mentioned in the previous paragraph.
