An application for asylum can be submitted in the territory of Lithuania, or at a port of entry (an airport, land border crossing check point or seaport). You can apply for asylum to a border guard (State Border Guard Service) in any border point at Lithuania’s border when entering the country. You can apply for asylum no matter if you do not have a valid visa, travel documents or a Lithuanian residence permit.
Within the Lithuanian territory you may apply for asylum either at the State Border Guard Service Units or the Migration Department. You can find the local offices of the Migration Department and their contact information and opening hours on the website of the Migration Department.
If you are in Belarus and you are not a citizen of that country, you can also apply for asylum in Lithuania at the Embassy of the Republic of Lithuania in Belarus.

All matters concerning the asylum procedure are managed by the Lithuanian authorities according to the national rules and regulations and with trained and competent national officials specialised in asylum matters. UNHCR is not involved in the processing of asylum applications in Lithuania.
