{"id":2001,"date":"2026-09-21T14:17:56","date_gmt":"2026-09-21T14:17:56","guid":{"rendered":"https:\/\/help.unhcr.org\/kenya\/?p=2001"},"modified":"2026-09-21T14:17:57","modified_gmt":"2026-09-21T14:17:57","slug":"call-for-expression-of-interest-eoi-2","status":"publish","type":"post","link":"https:\/\/help.unhcr.org\/kenya\/2026\/09\/21\/call-for-expression-of-interest-eoi-2\/","title":{"rendered":"Call for Expression of Interest (EOI)"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Small Grants for Refugee-Led Organizations (RLOs) in<\/strong> <strong>Kakuma Municipality<\/strong> <strong><\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Turkana County, Kenya.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UNHCR Kenya invites eligible Refugee-Led Organizations (RLOs) and Refugee-Led Social Enterprises to submit concept notes for small grants supporting community-driven education programs with focus on out of school children and youth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Background<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In line with the Government of Kenya&#8217;s Shirika Plan, UNHCR is committed to promoting refugee inclusion, community participation, and localized approaches to education programming. Access to quality education remains a critical priority, particularly for refugee and host community children and youth who face barriers to enrolment, retention, and successful completion of their studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite significant progress in expanding educational opportunities, some children remain out of school due to economic, social, and protection-related challenges. Ensuring that these children are identified, tracked, and supported to enroll or return to school is essential to achieving equitable access to education and improving learning outcomes. In addition, students benefiting from scholarship programmes often require timely support to address emerging needs, including school fees, stipends, and other barriers that may affect their continued participation in education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Priority Areas<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Applicants are invited to submit concept notes that contribute to improving access to, retention in, and completion of education for refugee and host community children and youth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Project should focus on the following areas:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Identification and Re-enrolment of Out-of-School Children<\/strong> <strong>in both refugee and host communities<\/strong><\/li>\n\n\n\n<li>Community-based identification, verification, and tracking of out-of-school children and youth.<\/li>\n\n\n\n<li>Household outreach, awareness raising, referrals, and follow-up to support enrolment and re-enrolment.<\/li>\n\n\n\n<li>Addressing barriers to school attendance through community engagement and case management.<\/li>\n\n\n\n<li>Education Data Collection and Monitoring including participation in public and private spaces.<\/li>\n\n\n\n<li>Tracking enrolment, attendance, retention, and completion trends of refugee children.<\/li>\n\n\n\n<li>Strengthening community-based education monitoring and reporting mechanisms.<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Scholarship Student Support<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Identification and documentation of emerging needs affecting scholarship beneficiaries (UNHCR, JKF, EGF).<\/li>\n\n\n\n<li>Support for timely processing and follow-up on school fees, stipends, and other education-related assistance.<\/li>\n\n\n\n<li>Monitoring academic participation, retention, and well-being of scholarship recipients.<\/li>\n\n\n\n<li>Referrals and mentorship support to enhance academic success and completion.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Community Engagement<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthening collaboration between learners, parents, schools, and communities.<\/li>\n\n\n\n<li>Promoting the value of education, especially for girls, children with disabilities, and other vulnerable learners.<\/li>\n\n\n\n<li>Supporting community-led initiatives that improve educational participation and learning outcomes.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Grant Information<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Maximum grant amount: <strong>USD 5,000<\/strong><\/li>\n\n\n\n<li>Implementation period: <strong>Up to<\/strong> <strong>3<\/strong> <strong>months<\/strong> <strong>(renewable based funding availability)<\/strong><\/li>\n\n\n\n<li>Project locations: <strong>Kakuma Municipality including Kakuma and Kalobeyei Refugee Settlement Areas.<\/strong> <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who Can Apply?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organizations must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be a registered Refugee-Led Organization (RLO) or Refugee-Led Social Enterprise operating in Kenya.<\/li>\n\n\n\n<li>Demonstrate that at least 50% of leadership positions are held by refugees or asylum seekers.<\/li>\n\n\n\n<li>Be operational in Turkana West Sub-County.<\/li>\n\n\n\n<li>Demonstrate experience in education programming, community outreach, data collection, child protection, youth engagement, or related education interventions.<\/li>\n\n\n\n<li>Have an established presence and strong community networks within the target population.<\/li>\n\n\n\n<li>Ensure that proposed activities have not received funding from UNHCR or another donor during the proposed implementation period.<\/li>\n\n\n\n<li>Organizations that do not meet the eligibility requirements will not be considered for technical review.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Technical Review Selection Criteria<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eligible concept notes will be assessed based on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Relevance to identified education needs and priorities.<\/li>\n\n\n\n<li>Potential contribution to the identification, enrolment, retention, and success of learners.<\/li>\n\n\n\n<li>Quality, feasibility, and innovation of the proposed approach.<\/li>\n\n\n\n<li>Community participation, ownership, and accountability.<\/li>\n\n\n\n<li>Inclusion of Age, Gender, and Diversity (AGD) considerations, including support for girls, children with disabilities, and other vulnerable groups.<\/li>\n\n\n\n<li>Organizational capacity, experience, and ability to deliver results.<\/li>\n\n\n\n<li>Value for money and cost-effectiveness.<\/li>\n\n\n\n<li>Sustainability and potential for long-term impact.<\/li>\n\n\n\n<li>Risk management, safeguarding, and accountability measures.<\/li>\n\n\n\n<li>Strength of monitoring, data collection, and reporting
