{"id":161,"date":"2021-12-28T09:35:01","date_gmt":"2021-12-28T09:35:01","guid":{"rendered":"https:\/\/help.unhcr.org\/italy\/?page_id=161"},"modified":"2024-05-24T08:50:24","modified_gmt":"2024-05-24T08:50:24","slug":"education","status":"publish","type":"page","link":"https:\/\/help.unhcr.org\/italy\/services\/education\/","title":{"rendered":"Education"},"content":{"rendered":"\n<p>Refugees&nbsp;in Italy have the same rights to education as all Italians.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Education for children and adolescents&nbsp;<\/h3>\n\n\n\n<p>The Italian law states that all children and adolescents,&nbsp;irrespective of their status,&nbsp;have the right&nbsp;to education&nbsp;and the obligation to&nbsp;go to school&nbsp;until the age of 16.&nbsp;This means that&nbsp;all children aged between 6-16 years old&nbsp;that are in Italy must enroll and attend school regularly.&nbsp;When a school receives the application for enrollment of a foreign citizen, it asks for&nbsp;the same documents requested for Italian children.&nbsp;Please note that the lack of residence registration\u202for of previous educational experiences cannot prevent a child from enrolling in school.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;application for enrollment&nbsp;in schools at all levels&nbsp;must&nbsp;be filled in online,&nbsp;through the&nbsp;<a href=\"https:\/\/www.istruzione.it\/iscrizionionline\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">website of the Ministry of Education.<\/a>&nbsp;In case&nbsp;a&nbsp;family does not have access to the Internet and\/or a computer, the school&nbsp;for which the child is applying can support&nbsp;in registering the application, upon request.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>You can find more information&nbsp;on the website&nbsp;<a href=\"https:\/\/italy.refugee.info\/hc\/en-us\/sections\/5388483096215-Education\">Refugee.info<\/a>&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Education for&nbsp;adults&nbsp;<\/h3>\n\n\n\n<p>People older than 16 with a valid permit of stay have the right to go to public schools for adults, under the same conditions as Italian citizens.&nbsp;Adult learning&nbsp;classes may&nbsp;take place&nbsp;either at public schools at night or at&nbsp;Provincial Centers&nbsp;for Adults Education (<em>Centri&nbsp;Provinciali&nbsp;per&nbsp;l\u2019istruzione&nbsp;degli&nbsp;Adulti&nbsp;&#8211;&nbsp;<\/em>CPIA).&nbsp;<\/p>\n\n\n\n<p>You can enroll directly at the CPIA of your choice (for Lower secondary school&nbsp;&#8211;&nbsp;<em>scuola&nbsp;secondaria&nbsp;di primo&nbsp;grado<\/em>)&nbsp;or at&nbsp;the school organizing the classes (for&nbsp;Upper secondary school &#8211;&nbsp;<em>scuola&nbsp;secondaria&nbsp;di secondo&nbsp;grado<\/em>).&nbsp;<\/p>\n\n\n\n<p>To enroll in&nbsp;an&nbsp;Upper secondary school you need a lower secondary school qualification (Middle School License \u2013&nbsp;<em>Licenza&nbsp;media<\/em>) obtained in Italy or, if obtained abroad, legally recognized. Many schools allow&nbsp;you&nbsp;to take the&nbsp;<em>Licenza&nbsp;media<\/em>&nbsp;exam&nbsp;while they are&nbsp;attending&nbsp;the evening course of upper secondary education.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Access to University&nbsp;&nbsp;<\/h3>\n\n\n\n<p>The possibility for asylum&nbsp;seekers&nbsp;to enroll&nbsp;in&nbsp;universities&nbsp;varies.&nbsp;Only a&nbsp;few universities&nbsp;currently&nbsp;allow asylum&nbsp;seekers&nbsp;to&nbsp;complete&nbsp;\u201cfull&nbsp;enrollment\u201d&nbsp;(for example, the Universities of Palermo and Messina).&nbsp;<\/p>\n\n\n\n<p>It is more common for&nbsp;asylum seekers&nbsp;to be allowed&nbsp;enroll&nbsp;\u201cunder condition\u201d: the&nbsp;enrollment&nbsp;will be finalized when&nbsp;you&nbsp;are&nbsp;recognized as&nbsp;a&nbsp;refugee&nbsp;in Italy.&nbsp;If you are an asylum seeker,&nbsp;most of universities allows&nbsp;you&nbsp;to&nbsp;attend&nbsp;classes&nbsp;and&nbsp;do&nbsp;exams&nbsp;while you are waiting for&nbsp;the reply&nbsp;on your&nbsp;asylum&nbsp;application. In order to graduate or obtain the&nbsp;title&nbsp;(diploma),&nbsp;you&nbsp;must be&nbsp;granted&nbsp;a form of protection (refugee status,&nbsp;subsidiary&nbsp;protection or special protection).&nbsp;&nbsp;<\/p>\n\n\n\n<p>If you are a refugee, you&nbsp;have the right to access&nbsp;university, but there may be some practical obstacles including:&nbsp;whether you have the relevant&nbsp;language skills and academic attestations&nbsp;or the necessary financial resources.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Title recognition&nbsp;<\/h2>\n\n\n\n<p>Those who had&nbsp;to leave their own country&nbsp;do not always bring&nbsp;with them the original documentation&nbsp;proving they studied or completed school. Furthermore, it may be impossible, or too dangerous,&nbsp;for you&nbsp;to request these documents from the authorities of your country of origin.&nbsp;<\/p>\n\n\n\n<p>For&nbsp;refugees, Italian law provides&nbsp;for&nbsp;the possibility of recognizing qualifications &#8220;even in the absence of certification from the State in which the qualification was obtained, where the person concerned proves that he or she cannot acquire&nbsp;this&nbsp;certification&#8221;.&nbsp;<\/p>\n\n\n\n<p>Depending on&nbsp;your&nbsp;individual condition and on&nbsp;the&nbsp;university, there&nbsp;are&nbsp;different procedures:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Statement of Comparability<\/strong>\u00a0(Attestato\u00a0di\u00a0comparabilit\u00e0), issued free of charge by\u00a0<a href=\"https:\/\/www.cimea.it\/pagina-attestati-di-comparabilita-e-verifica-dei-titoli\">CIMEA<\/a>\u00a0\u2013\u00a0the\u00a0Information Centre on Academic Mobility and Equivalence\u00a0&#8211;\u00a0to\u00a0refugees\u00a0via its own service of certification of qualifications &#8211;\u00a0<a href=\"https:\/\/www.cimea.it\/pagina-cimea-for-refugees\">Diplome<\/a>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Statement of Validity<\/strong>\u00a0(Dichiarazione\u00a0di Valore), issued by\u00a0<a href=\"https:\/\/www.esteri.it\/it\/diplomazia-culturale-e-diplomazia-scientifica\/cultura\/universita\/riconoscimento_titoli_studio\/dichiarazionevalorerifugiati\/\">The Ministry of Foreign Affairs and International Cooperation (MAECI)<\/a>, through a specific request service for\u00a0refugees and holders\u00a0of subsidiary protection.\u00a0<\/li>\n\n\n\n<li><strong>EQPR<\/strong>\u00a0(<a href=\"https:\/\/www.coe.int\/en\/web\/education\/recognition-of-refugees-qualifications\" target=\"_blank\" rel=\"noreferrer noopener\">European Qualification Passport for Refugees<\/a>): the Council of Europe (COE) has developed an evaluation procedure for cases in which the documentation is incomplete or even absent.\u00a0<\/li>\n\n\n\n<li>To determine which procedure is best suited to your situation, we recommend that you contact the university where you would like to enroll.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>For further information&nbsp;you can also contact&nbsp;<a href=\"https:\/\/www.cimea.it\/pagina-cimea-for-refugees\">CIMEA<\/a>,&nbsp;which&nbsp;is the official body charged for information and consulting services relating to the procedures for the recognition of academic qualifications in Italy.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Financing your studies&nbsp;<\/h2>\n\n\n\n<p>&#8220;How can I support myself while I attend university?&#8221;&nbsp;&nbsp;<\/p>\n\n\n\n<p>To help&nbsp;refugees and&nbsp;subsidiary&nbsp;protection holders, the majority of Italian universities have&nbsp;procedures that may exempt you from having to pay&nbsp;tuition fees.&nbsp;Please contact the university you wish to enroll in for more details.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In addition,&nbsp;in Italy there are&nbsp;<strong>two scholarship programs&nbsp;<\/strong>accessible to&nbsp;refugees&nbsp;and&nbsp;subsidiary protection&nbsp;holders:&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>CRUI scholarships<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Every year since 2016, the Ministry of the Interior&nbsp;and&nbsp;the Conference of Rectors of Italian Universities (<a href=\"https:\/\/www.crui.it\/\" target=\"_blank\" rel=\"noreferrer noopener\">CRUI<\/a>) have&nbsp;made 100 scholarships available to&nbsp;refugee&nbsp;and to&nbsp;subsidiary protection holders.&nbsp;&nbsp;<\/p>\n\n\n\n<p>When: the call is usually published at the beginning of July&nbsp;<\/p>\n\n\n\n<p>How: you can find the call&nbsp;to&nbsp;request a CRUI scholarship&nbsp;on the&nbsp;<a href=\"https:\/\/borsespi.laziodisco.it\/\" target=\"_blank\" rel=\"noreferrer noopener\">dedicated&nbsp;website<\/a>&nbsp;, or on the website of the&nbsp;<a href=\"https:\/\/www.crui.it\/\" target=\"_blank\" rel=\"noreferrer noopener\">CRUI<\/a>, or the&nbsp;<a href=\"https:\/\/www.fondazionecrui.it\/\" target=\"_blank\" rel=\"noreferrer noopener\">CRUI Foundation<\/a>.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>DSU&nbsp;scholarships<\/strong>&nbsp;<\/h3>\n\n\n\n<p>The Ministry of Education, University and Research (MIUR) finances grants for the Right to University Study (DSU) every year,&nbsp;through&nbsp;a specific fund called&nbsp;the &#8220;Single Fund for Student Welfare and the Right to Study&#8221;.&nbsp;&nbsp;<\/p>\n\n\n\n<p>These scholarships are accessible to all students (Italian and foreign citizens), on the basis of economic&nbsp;needs&nbsp;and certain merit requirements.&nbsp;For&nbsp;refugees&nbsp;and subsidiary protection holders&nbsp;there&nbsp;are some simplifications related to&nbsp;certification of&nbsp;income&nbsp;in order to demonstrate your economic need.&nbsp;<\/p>\n\n\n\n<p>The grants are managed by the Regions, in ways that may vary from one region to another.&nbsp;<\/p>\n\n\n\n<p>When: tenders generally open at the beginning of June and are open, depending on the region, throughout the summer.&nbsp;<\/p>\n\n\n\n<p>How: to find the calls\u00a0in\u00a0your region or\u00a0for\u00a0your university,\u00a0visit\u00a0the\u00a0<a href=\"http:\/\/www.dsu.miur.gov.it\/\" target=\"_blank\" rel=\"noreferrer noopener\">DSU website<\/a>\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Other services and information&nbsp;&nbsp;<\/h2>\n\n\n\n<p>Some universities&nbsp;offer&nbsp;orientation and peer support&nbsp;services for refugees.
