Tzav HaSha’a / Ministry of Welfare and Social Security
According to Government Resolution 1212 of March 2022, the “Tzav HaSha’a” (meaning: Temporary Order) project was established to provide services and medical treatment until 31 March 2024, only for Ukrainian citizens who entered Israel since the outbreak of the war in Ukraine on 24 February, 2022. . Since the closure of the project, only the following written updates are available on the project website in Hebrew, Russian and Ukraine languages:
Access to Medical Insurance
Starting on July 1, 2024, new regulations for the National Health Insurance Law came into effect.
As part of the regulations, some foreign nationals in Israel who are not subject to deportation will be able to receive paid medical services through the Leumit Health Insurance as follows:
- Age 0 to 18 – at a cost of 140 NIS per month
- Age 60 and over – at a cost of 320 NIS per month
This arrangement replaces the insurance previously provided through Tzav HaSha’a.

Labor Arm/Ministry of Economy
The Commissioner for Foreign Workers’ Labor Rights of the Ministry of Economy and Industry is providing free legal assistance on several issues related to labor rights; Anonymous inquiries are accepted, regardless of the legality of worker’s status.
Ministry of Justice/ Coordination of the Fight Against Trafficking of Human Beings
Israel has a dedicated counter-trafficking unit and a procedure for individuals to apply for recognition as Victims of Human Trafficking and/or Forced Labour. Most applicants are referred and assisted by organizations (such as Hotline for Refugees and Migrants) but it is possible to apply directly and submit the online application form to be recognized as a victim of human trafficking.

MESILA (Aid and Information Center for Migrants in Tel Aviv)
Mesila is a welfare unit run by the Tel Aviv-Yafo Municipality, dedicated to assisting asylum seekers and refugees. Mesila’s services include social welfare services, humanitarian aid, support for children and families, and more.

Israeli AIDS Task Force (IATF)
Founded to stop the spread of the AIDS epidemic in Israel, and to protect and promote rights, interests, quality of life and life expectancy of people living with HIV. IATF operates a testing center in Tel Aviv 5 days a week, which is open for refugees and asylum-seekers to come and receive free testing for HIV and other sexually transmitted diseases.
IATF also runs mobile clinics testing for HIV and sexually transmitted diseases in Tel Aviv and other selected geographic locations with large populations of refugees and asylum-seekers.

Levinsky Clinic for Sexual Health
A community clinic for Sexually transmitted diseases and HIV, located in the new Central Bus Station in Tel Aviv and operated by the Tel Aviv Health Bureau. The clinic is open and accessible for all people based on the belief that each person has the right to health, respect and the choice to live his or her life as they wish. Anyone living in Israel, including asylum-seekers, are welcome to attend the clinic and receive free and confidential services.
Levinsky Clinic offers the following services:
- Free and anonymous screening for HIV and sexually transmitted diseases. Those who have symptoms of sexually transmitted diseases are offered additional testing.
- Treatment of sexually transmitted diseases – If it is found that you have contracted an STD, you will receive free medical treatment in the clinic.
- Counseling and guidance about safe sex and sexually transmitted diseases.
- Counseling, guidance or complementary treatment of a social worker.
- Vaccines – Vaccinations for Hepatitis A and B and HPV can be provided.

Rape Crisis Centers
There are nine Rape Crisis Centers in Israel that offer free help for both women and men who have experienced sexual assault and need counseling and support. The help lines are run by hundreds of volunteers throughout Israel 24/7 and offer services in multiple languages, including Russian.
