How to report misconduct by a UNHCR worker or a worker from a partner organization?

UNHCR provides a trusting, respectful and inclusive environment, where the people we serve should feel safe, heard, and empowered to speak up for themselves and others, enabling strong and visible action to be taken, as appropriate, to eradicate Sexual Misconduct, Exploitation, and Abuse by UNHCR workers and partner organizations.

Therefore, any person who has concerns, suspicions, or knowledge about possible misconduct, or case of Sexual Exploitation and Abuse by a UNHCR staff member, the United Nations, or any person who has a link with the United Nations Organizations (for example, staff of a UNHCR partner organization), regardless of their position, can report such concerns.

What is misconduct?

Refers to a staff member’s failure to comply with his or her obligations under the Charter of the United Nations, the Staff Regulations and Rules, or other relevant administrative provisions, or failure to comply with the standards of conduct expected of a staff member. international public official, which may constitute misconduct and may result in the institution of disciplinary proceedings and the imposition of disciplinary action for misconduct, administrative action, and/or managerial action.

Misconduct for which disciplinary action may be imposed includes, but is not limited to:

  • Exploitation and Sexual Abuse of persons of concern (persons to whom assistance and services are provided).
  • Fraud.
  • Corruption (for example, accepting money from refugees or other people).
  • Theft and embezzlement of funds (for example, stealing equipment or money).
  • Bullying.
  • Assault, threats, or retaliation.
  • Acts or behavior that brings UNHCR into disrepute.
  • Failure to comply with local laws.
