Misconduct\nis defined as the failure by a staff member to abide by these rules and\nregulations.<\/p>\n\n\n\n<p>Possible misconduct can include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sexual exploitation and abuse of people of concern;<\/li>\n\n\n\n<li>Fraud (e.g. falsifying a document);<\/li>\n\n\n\n<li>Corruption (e.g. taking money from refugees or others);<\/li>\n\n\n\n<li>Theft and embezzlement (e.g. stealing equipment or money);<\/li>\n\n\n\n<li>Harassment;<\/li>\n\n\n\n<li>Assault, threats or retaliation;<\/li>\n\n\n\n<li>Acts or behaviour that would discredit UNHCR;<\/li>\n\n\n\n<li>Non-compliance with local laws.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-text-align-center has-very-light-gray-color has-text-color has-background has-normal-font-size\" style=\"background-color:#0072bc\"><strong>What is sexual exploitation and\nabuse?<\/strong><\/p>\n\n\n\n<p>Our position is clear,\nand has been reiterated on a number of occasions by our High\nCommissioner:&nbsp;<strong>sexual misconduct is unjustifiable and must be\neradicated<\/strong>&nbsp;from UNHCR operations.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sexual exploitation and abuse affect&nbsp;<strong>persons of concern<\/strong>.<\/li>\n\n\n\n<li><strong>Sexual exploitation<\/strong>&nbsp;is defined as an actual or attempted&nbsp;<strong>abuse of someone\u2019s<\/strong>&nbsp;<strong>position of vulnerability <\/strong>(such as a person depending on you for survival, food rations, school books, transport or other services), differential power or trust, to obtain sexual favours,      including but not only, by offering money or other social, economic or      political advantages. It includes trafficking and prostitution.<\/li>\n\n\n\n<li><strong>Sexual abuse<\/strong>&nbsp;means the actual or threatened physical&nbsp;<strong>intrusion of a sexual nature<\/strong>, whether by force, or under unequal or coercive      conditions. It includes sexual slavery, pornography, child abuse and      sexual assault.<\/li>\n<\/ul>\n\n\n\n<p>UNHCR is aware of the enormous difficulties that survivors of\nsexual exploitation or abuse face in coming forward, and of the deep\nprofessional and personal considerations, and even fears, that may prevent them\nfrom doing so.<\/p>\n\n\n\n<p>UNHCR is striving to\naddress concerns by ensuring that&nbsp;<strong>reporting mechanisms are known,\naccessible and trusted,<\/strong>&nbsp;and that victims who report sexual\nmisconduct feel safe and protected. UNHCR has a survivor-centred approach that\nplaces the rights and protection of victims, survivors and persons directly\naffected at the centre of our actions. Actions include improving the experience\nof recourse, providing better medical and psycho-social support, strengthening\nour policies, and developing additional protective measures for those who have\nexperienced or witnessed such abuses.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-text-align-center has-very-light-gray-color has-text-color has-background has-normal-font-size\" style=\"background-color:#0072bc\"><strong>How to report misconduct or sexual exploitation and abuse&nbsp;by humanitarian workers?<\/strong><\/p>\n\n\n\n<p>\u03a4o report any incident related to sexual exploitation and abuse to <strong>UNHCR Greece<\/strong>,<strong> <\/strong>please send an email to <a href=\"mailto:psea@unhcr.org\">psea@unhcr.org<\/a>.<\/p>\n\n\n\n<p>Reports of misconduct by a <strong>UNHCR staff member<\/strong>, <strong>United Nations staff member<\/strong>, <strong>or anyone with a contractual link to the United Nations (for example, NGO staff)<\/strong><em>,<\/em> can also be made directly to the UNHCR\u2019s Inspector General\u2019s Office (IGO).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strict confidentiality standards as well as other standards and procedural safeguards apply to investigations conducted by the Inspector General\u2019s Office.
