Report fraud, misconduct and sexual abuse

All UNHCR services and activities are always free of charge.
At no point will you be asked to pay or do favours for any of the services provided by UNHCR or any of its partners.

UNHCR does not tolerate fraud, misconduct, or sexual exploitation and abuse (SEA). If you have seen or experienced any of these involving UNHCR staff, partners, or service providers, you have the right to report it.

We take all reports seriously and treat them with confidentiality. While our ability to act may vary depending on who is involved (e.g., staff, partners, external actors), we will always review your report and take appropriate steps.

Select below the option that best describes the situation you want to report:

Misconduct by anyone working for or with UNHCR ➡️

If anyone working for or with UNHCR, such as UNHCR personnel or staff from an organization funded by UNHCR, has asked for money, abused their position, or behaved inappropriately, report it safely and confidentially to the Inspector General’s Office. 

Fraud by third parties (online scams & impersonators) ➡️

Have you received suspicious messages, calls, or social media offers pretending to be from UNHCR or an organization funded by UNHCR? Find out how to protect yourself and report fraud committed by people not connected to UNHCR. 

Fraud by refugees, asylum seekers and other forcibly displaced and stateless persons ➡️

If you suspect someone receiving UNHCR services is committing fraud, such as a refugee or asylum seeker who has misappropriated another person’s identity or exploiting others, find out here how to confidentially report such fraud to UNHCR.  


Not sure who committed the fraud?  

If you’ve experienced or witnessed fraud that is harming or putting at risk forcibly displaced people who receive support from UNHCR – but you don’t know who is responsible, or the situation doesn’t clearly match the three categories above – you can still report it to UNHCR. Your report will be treated confidentially. 


Will my information be kept confidential?

Yes. UNHCR protects the identity of those who report and does not share it without your consent.
