The Office of the United Nations High Commissioner for Refugees (UNHCR) in Cuba provides guidance to individuals seeking international protection, acts as a liaison with the relevant national authorities, and facilitates the necessary procedures for the recognition of refugee status.
Since the Cuban State has not signed international refugee conventions and lacks a legal framework or national mechanism to recognize and protect refugees, UNHCR assumes these responsibilities within Cuban territory.
